SUBJECT: Second Amendment to Agreement with CCS Facility Services - Fresno, Inc.
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a Second Amendment to Agreement No. A-21-300 with CCS Facility Services - Fresno, Inc. for janitorial services, increasing the total compensation by $1,000,000 to a new maximum compensation of $4,560,000, effective upon execution, with no change to the potential term of August 10, 2021, through August 9, 2026 (4/5 vote).
REPORT
There is no additional Net County Cost associated with the recommended action, which will increase the maximum compensation by $1,000,000 to a total of $4,560,000, and allow CCS Facility Services - Fresno, Inc. to continue providing janitorial services at various County buildings. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board choose to not approve the recommended action, the Internal Services Department, Facility Services division (ISD - Facility Services) would need to provide lower service levels, due to increased demand without additional resources.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action, which will increase the maximum compensation by $1,000,000 to a total of $4,560,000 through the end of the term. Costs for services provided under the recommended Amendment will be recovered through charges to user departments. Sufficient appropriations and estimated revenues are included in the ISD - Facility Services Org 8935 FY 2024-25 Adopted Budget and will be included in future budget requests.
DISCUSSION:
On August 10, 2021, your Board approved Agreement No. A-21-300 (Agreement) with PBC SolutionOne, Inc., dba CCS Facility Services, to provide janitorial services to the County Plaza Building and Crocker Building for an initial three-year term, with two optional one-year extensions.
On April 5, 2022, your Board approved the First Amendment to the Agreement to allow PBC SolutionOne, Inc., dba CCS Facility Services, to provide janitorial services to the Rowell Building, as well as temporary janitorial services to two County locations at 2011 Fresno St. and 1404 L St., both in Fresno.
On December 1, 2023, PBC SolutionOne, Inc., dba CCS Facility Services officially changed its name with the Secretary of State from PBC SolutionOne, Inc. to CCS Facility Services - Fresno, Inc.
Since then, ISD - Facility Services has identified a need for supplemental janitorial services, based on internal-customer demand to better maintain buildings for the use of other County departments. The Agreement identifies these services as “extra services,” and are supplied in addition to scheduled services.
Approval of the recommended action increases the maximum compensation of the Agreement by $1,000,000 to a total of $4,560,000 to account for extra janitorial services from CCS Facility Services - Fresno, Inc. All other terms of the Agreement remain unchanged.
