SUBJECT: Measure C Renewal County Transportation Expenditure Plan
RECOMMENDED ACTION(S):
TITLE
Adopt a Resolution approving the Measure "C" Renewal County Transportation Expenditure Plan as the appropriate strategy for expenditure of Measure ''C" Revenues raised between the years 2027 and 2057 for transportation improvements in Fresno County, including the 15 cities and all unincorporated areas.
REPORT
Measure “C” is the local ½ percent sales tax for transportation purposes, which will expire in June 2027 if not renewed by voters. A County transportation expenditure plan (“Expenditure Plan”) is a required part of the ballot measure, and must be approved by a majority of cities representing a majority of the incorporated population, as well as your Board, prior to placing the renewal of Measure “C” on the November 2022 ballot.
This item is time sensitive. This plan is scheduled to be considered by the Fresno Council of Governments (FCOG) Policy Board at their July 7, 2022, meeting, and if approved by FCOG and your Board, will be considered for adoption by the Fresno County Transportation Authority Board at their July 20, 2022, meeting.
ALTERNATIVE ACTION(S):
Your Board may choose not to approve the Expenditure Plan. The current sales tax will sunset in June 2027, if not renewed.
FISCAL IMPACT:
This recommended action will have no effect on net County cost.
DISCUSSION:
Measure “C” has been in place since 1986. The current Measure “C” is scheduled to expire in 2027. Over those 40 years, Measure “C” will have furnished approximately $2.5 billion in needed transportation improvements throughout the County and the 15 cities.
The Fresno Council of Governments (FCOG) and the Fresno County Transportation Authority, working with the Measure “C” Renewal Executive Committee and a Technical Working Group, which together include a total of 80 individuals representing diverse community interests, have crafted a draft Expenditure Plan that would extend Measure “C” another 30 years to 2057. This proposed Expenditure Plan consists of seven Programs, which include:
1. Local and Neighborhood Street Repair and Maintenance - 51%, $3.511 billion
2. Local Control/Flexible Funding - 18%, $1.209 billion
3. Urban and Rural Public Transit - 12%, $812 million
4. Safe Bikes and Pedestrians -- $1%, $75.5 million
5. Major Road and Highways Safety Improvement and Congestion Relief - 15%, $998 million
6. Environmental Sustainability - 2%, $144 million
7. Administration and Planning - 1%, $86 million
A more detailed discussion of funding programs and major improvement projects is available in the 2022 Measure “C” Renewal Expenditure Plan (Attachment A). This Expenditure Plan will invest significantly in improvement of the existing road network throughout the unincorporated areas of the County and in the cities. In addition, the Expenditure Plan supports transit, active transportation, air quality improvements, safety improvements, congestion relief, and provides each agency with the ability to tailor their Measure “C” funding to their specific needs. Approximately 85% of this program is under the direct control of Fresno County and the 15 cities. The remaining 15% will be invested in the state highway system and major arterials throughout the urban and rural areas. Fresno County can anticipate receiving approximately $1.32 billion in Measure “C” revenues over the life of the renewed Measure “C”.
OTHER REVIEWING AGENCIES:
This plan is scheduled to be considered by the FCOG Policy Board at their July 7, 2022, meeting, and if approved by FCOG and your Board, will be considered for adoption by the Fresno County Transportation Authority Board at their July 20, 2022, meeting. Following its adoption, this plan will be brought back to the Board of Supervisors at the August 9, 2022, meeting for approval to place it on the November 2022 ballot. A vote of two-thirds (67%) of the electorate is necessary for its passage.
