SUBJECT: Measure C Steering Committee Proposed Allocations
RECOMMENDED ACTION(S):
TITLE
Receive verbal presentation from staff regarding the Measure C Steering Committee proposed allocations, formulas, and term for the renewal measure.
REPORT
On November 7, 2025, the Measure C Steering Committee recommended expenditure categories, allocations, and a renewal term for Measure C. These recommendations were presented to the Fresno Council of Governments’ (FCOG) Transportation Technical Committee (TTC) and Policy Advisory Committee (PAC) at their respective November 14, 2025, meetings for advancement to the FCOG Policy Board at their November 20, 2025, meeting. This item is countywide.
FISCAL IMPACT:
There is no Net County Cost associated with the proposed action. Fiscal impacts resulting from the renewal or lapse of Measure C will vary depending upon the ultimate direction of the measure that is advanced, and whether it is approved by voters.
DISCUSSION:
Fresno County voters passed an extension to the Measure C sales tax program in November 2006, continuing a half-cent sales tax for transportation purposes. Much of the planning and implementation of the Measure C Program is done by FCOG staff, while the agency responsible for overseeing the implementation of Measure C is the Fresno County Transportation Authority (FCTA). The current Measure C extension is set to expire in June 2027, with a renewal measure proposed for the 2026 ballot still being crafted.
The Measure C Steering Committee, which is made up of citizens from interest groups as well as those nominated by the cities and the County, has held regular meetings for the last several months. At their final meeting on November 7, 2025, they recommended expenditure categories, allocations, and a 30-year renewal term. The TTC and PAC, which are made up of staff from the 15 cities and the County, heard the proposal on November 14th, while the Policy Board, which is made up of one member of your Board as well as mayors from each of the cities, will vote on the proposal at its November 20th meeting. If the Policy Board recommends the proposal, it will be presented to your Board at a future date for a recommendation to place the measure on the November 2026 ballot. Staff will provide a verbal presentation regarding the allocation proposal and its probable impacts to County Roads budget.
