SUBJECT:                     Resolution for Consolidation with June 2, 2026, Statewide Direct Primary Election

 

RECOMMENDED ACTION(S):

TITLE

Adopt a Resolution approving election consolidation requests filed by the City of Fresno and the City of Kingsburg for the June 2, 2026, Statewide Direct Primary Election.

REPORT

There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will consolidate the elections for the City of Fresno and the City of Kingsburg and will allow them to participate in the June 2, 2026, Statewide Direct Primary Election. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There are no viable alternative actions. If the recommended action is not approved, the requesting entities will not be able to participate in the June 2, 2026, Statewide Direct Primary Election.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. Consolidation will increase the overall cost of the election, which will be shared by all entities involved in the election. The total estimated cost of the June 2, 2026, Statewide Direct Primary is $2,700,000, with anticipated offsetting revenue of $200,000 (7%). Sufficient appropriations and estimated revenues are included in the Department’s Org 2850 FY 2025-26 Adopted Budget.

 

DISCUSSION:

 

The governing bodies of the City of Fresno and the City of Kingsburg have called for elections on June 2, 2026, requesting that your Board order the consolidation of their elections via resolutions 2017-317 and 2026-002, respectively. California Elections Code, section 10401 provides that when one of the elections to be consolidated is a statewide election, the Board of Supervisors may order the consolidation of the elections.

 

The City of Fresno and the City of Kingsburg will reimburse the County for costs incurred for conducting their respective election. Each entity will receive an invoice for its pro-rata share of the incurred elections costs in accordance with California Elections Code, sections 10002 and 10416(c).
