FISCAL IMPACT:

The Disposal Sites are maintained through the Southeast Regional Disposal Site Enterprise Budget, Fund / Subclass / Org, 0720 / 15000 / 9020. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - FY 2023-24 Adopted Budget.
DISCUSSION:
The Southeast Regional Disposal Site is located on the northwest corner of Academy Avenue and Dinuba Avenue at 12716 E Dinuba Avenue in Selma. Although the site has been closed since 1991, it is still subject to compliance with state environmental regulations and monitoring which include requirements for site security. The existing fence is over thirty years old and consists of barbed wire on metal posts. Cuts made by trespassers have been patched numerous times but the breeches have led to citations from the Public Health Department on behalf of CalRecycle.
The work to be done consists, in general, of replacing the existing perimeter fence and gate surrounding the site. The replacement fence will be 6’ tall and consist of chain link fence with barbed wire along the top. In addition to the fencing, two new 15-foot gates will be installed.
The project was advertised on September 12, 2023 and a bid opening was held on January 25, 2024. Two bids were received. The low bid of $381,814, from AJ Excavation Inc., was $12,226 or 3.10% lower than the engineer’s estimate of $394,040. A list of bidders and their respective bid amounts is shown below:
Bidder Bid Amount
AJ Excavation Inc. $381,814
Ranch Fence Inc. $473,225
Specifications were prepared by the Department’s Design Division and are on file with the Department. It is anticipated that construction will commence in April 2024 and will be completed in June 2024.
