RECOMMENDED ACTION(S):

TITLE

1.                     Adopt plans and specifications for construction of a new Environmental Compliance Center facility for the central collection and disposal of household hazardous waste products, to be located at 301 S. West Avenue, Fresno, CA; and

2.                     Award Contract 20-S-01 for construction of Environmental Compliance Center facility, to the lowest responsible bidder, BMY Construction, 5485 East Olive Avenue, Fresno, CA 93727, in the total amount of $2,660,000.

REPORT

Approval of the recommended actions will authorize the award of a budgeted capital project for construction of a new Environmental Compliance Center (ECC) facility for the central collection and disposal of household hazardous waste (HHW) products.  The item pertains to a location in District 1, but its impact is Countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended actions are not approved, construction of the new center will be delayed.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions.  The maximum anticipated construction cost, based on the low bid and Director’s allowance for change orders of $145,500, is $2,805,050.  Sufficient appropriations to fund the project will be included in the Department’s Resources Division Org 9015 FY 2021-22 Recommended Budget.

 

DISCUSSION:

 

The work to be done, consists, in general of the construction of a new ECC with a shade structure, a small office/storage building, a warehouse, and associated site work.

 

The current HHW collection facility is located at the American Avenue Disposal Site.  However, the distance from County residents, approximately 25 miles west of the Fresno County population center, has been prohibitive to resident participation.  Additionally, that location will soon no longer be available for use for household hazardous waste disposal because the landfill requires use of the current site for solid waste disposal.  The Board approved the purchase of a new permanent site located at 310 S. West Avenue, Fresno, CA on December 4, 2018, and granted the facility's Unclassified Conditional Use Permit on October 22, 2019.

 

The new ECC will be centrally located, with easy access to major highways, and will better serve the entire County.  The ECC will include an education center, be LEED (Leadership in Energy and Environmental Design) certified, environmentally-friendly, and will be a zero-energy facility.

 

The ECC will provide a safe and convenient means for County residents and small quantity commercial generators to dispose of household HHW items.  HHW collected at the ECC will include cleaners and polishes, automotive products, paints, thinners and solvents, adhesives, aerosol products, pesticides and fertilizers, medical sharps and pharmaceuticals, treated wood, waste oil and filters, small tanks, household batteries, fluorescent tubes and lamps, and electronic items.  After collection, sorting, and packaging into large spill-proof drums, recyclable wastes will be sent off-site to an appropriate recycling facility, and non-recyclable wastes will be shipped off-site for disposal at an approved disposal facility.

 

The project was advertised on May 11, 2021.  A bid opening was held on June 10, 2021, and three bids were received.  The low bid of $2,660,000, from BMY Construction, was $234,050 or 9.65% higher than the architect’s estimate of $2,425,950.  A list of bidders and their respective bid amounts is shown below:

Plans and specifications were prepared by the Department’s architectural staff along with consultants Lars Andersen & Associates, Inc., SSG Structural Engineers, Lawrence Engineering Group, and Hardin-Davidson Engineering.

 

It is anticipated that construction period will begin in August 2021 and be completed in June 2022.
