SUBMITTED BY:                     David Luchini, RN, PHN, Director, Department of Public Health

SUBJECT:                     Salary Resolution Amendment

RECOMMENDED ACTION(S):

TITLE

Approve Amendment to the Salary Resolution deleting one Public Health Program Manager position, one Staff Analyst I/II/III position and one Program Technician I/II position and adding two Senior Staff Analyst positions and one Supervising Program Technician position to the Department of Public Health Org 5620, effective January 22, 2024, as reflected on Appendix D.

REPORT

There is no increase in Net County Cost associated with the recommended action.  The Department’s net position count will remain the same should this item be approved.  The addition of the Senior Staff Analyst in Administration will assist with jail medical services, as well as provide a resource to help the Department get through the accreditation process through the Public Health Accreditation Board.  The second Senior Staff Analyst will be assigned to the Emergency Services Division (ES) and will be responsible for complex funding streams, supervision of staff and working with cities within the four-county local Emergency Medical Services (EMS) agency.  The Supervising Program Technician (SPT) will be assigned to the Division of Epidemiology, Surveillance, and Data Management (ESDM) to oversee a team of Program Technicians and assist with supervisorial duties, including evaluation, training, policy review and work on complex tasks.  This item is countywide.

ALTERNATIVE ACTION(S):

Should the Board not approve the recommended action, the Department would not have the ability to hire much needed supervisor positions in Administration, ES and ESDM divisions, causing the continued stretch of duties assigned to supervisors.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action.  The FY 2023-24 cost ($33,860) will be offset with state and federal grants and Health Realignment.  Sufficient appropriations and estimated revenues are included in the Department’s Org 5620 FY 2023-24 Adopted Budget and will be included in future requests.

DISCUSSION:

Approval of the recommended action will allow the Department to hire staff to meet the programmatic and workload requirements of Administration, ES and ESDM.

(2) Senior Staff Analysts

One Senior Staff Analyst will be assigned to Administration and will be tasked with navigating the process for the Department to get accredited through the Public Health Accreditation Board (PHAB), a multi-year and multi-faceted project.  Obtaining accreditation through PHAB will assure that the Department has met certain standardized processes for training, equitable hiring, quality improvement, as well as being good stewards of public health funding.  The Senior Staff Analyst in Administration will also work on the evaluation of jail medical services to ensure expected goals are being met.

The other Senior Staff Analyst will be assigned to the ES division to assist the Department in handling the very unique and specific needs of that Division, for example, representing the Department in dealings with fire chiefs, city managers and police chiefs from throughout the County.  A Senior Staff Analyst is required in this role because of the complex funding sources, payments and projects with local hospitals and physicians, as well as the need for an experienced lead position who can work independently and make experienced decisions.

Both Senior Staff Analysts will supervise a mix of Staff Analysts, Program Technicians and Office Assistants.

(1) Supervising Program Technician

The Supervising Program Technician will be assigned to the division of ESDM to supervise, monitor and coordinate the day-to-day operations and work of staff responsible for providing case investigations and reporting for communicable diseases, syphilis, and rabies.  This position will be responsible for supervising six program technicians and possibly an Office Assistant.
