Recommended Action(s)
1. SUBJECT:                     Agreement with Kings View Behavioral Health for Peer and Family Support Wellness and Recovery Services

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute an Agreement with Kings View Behavioral Health for the implementation of Peer and Family Support Wellness and Recovery services and Youth Empowerment Centers effective January 1, 2016 through June 30, 2016 ($798,198).

2.                     Approve and authorize the Chairman to execute an Agreement with Kings View Behavioral Health for Peer and Family Support Wellness and Recovery services and Youth Empowerment Centers for mentally ill clients and their families, effective July 1, 2016 not to exceed five (5) consecutive years with a three (3) year base contract and two (2) optional twelve (12) month extensions ($8,550,442).

REPORT

Approval of the recommended actions will allow for a six month implementation of a programmatic redesign and enhancement by Kings View Behavioral Health to operate a Peer and Family Support Program accessed by clients and their family members at the Blue Sky Wellness Center and Youth Empowerment Centers followed by a three (3) year base contract and two optional (12) month service periods with no net County cost.

 

ALTERNATIVE ACTION(S):

 

If the recommended actions one and two are not approved, the existing contract will expire on December 31, 2015. Services for clients and their family members will be discontinued at the Blue Sky Wellness Center and Youth Empowerment Centers. If recommended actions three and four are not approved, the Department will have to return to the board for any modifications to the scope of service or budget line item modifications exceeding 10% of the budget. 

 

FISCAL IMPACT:

 

There is no increase in net County cost associated with the recommended actions. Costs for services provided under the recommended Agreement will be financed with Mental Health Services Act (MHSA) funds ($9,348,640). Sufficient appropriations and estimated revenues are  included in the Department of Behavioral Health Org 56304521 FY 2015-16 Adopted Budget and will be requested in the future budgets to cover the total anticipated cost of the contract term.

 

 

DISCUSSION:

 

On September 18, 2015 the Department issued a Request for Proposals (RFP) for Peer and Family Support services to be provided at the Blue Sky Wellness Center and Youth Empowerment Centers. Kings View Behavioral Health was the sole respondent. An RFP evaluation panel reviewed Kings View Behavioral Health response on October 30, 2015 and recommended award of the agreement to Kings View Behavioral Health. The Department has worked closely with the County Purchasing Division, who concurs with the recommended action. Recommendation of award was based on the following: King View Behavioral Health’s experience providing services to the community, detailed information regarding Transitional Age Youth and Youth services, diverse staffing structure of the organization, a strong community connection and collaboration, and a strong proposal in response to the RFP.

 

The Blue Sky Wellness Center provides for Prevention and Early Intervention component of the MHSA and targets underserved and un-served mentally ill adults and older adults. Services include:

 

                     Group and individual peer supportive services Life skills courses;

                     Social and recreational opportunities;

                     Leisure education;

                     Job readiness services, vocational services and on-site volunteer opportunities;

                     Social Services benefits counseling;

                     Literacy and other educational services; and

                     Wellness and recovery-focused support activities as identified by consumers/family members.

 

The Blue Sky Wellness Center will redesign its services to include vocational services with the goal of providing mentally ill clients and their family members the opportunity to develop skills necessary to achieve employment and become self-sufficient. Services provided by the Blue Sky Wellness Center will be enhanced to ensure that participants are provided with a safe, welcoming atmosphere conducive to equipping mentally ill clients and their family members with the skills necessary to live a healthy and productive life.

 

Youth Empowerment Centers operate as ‘mini-centers’ which provide services to individuals 10-18 years of age who are unable to access the Blue Sky Wellness Center due to age restrictions.  The recommended Agreement will provide services in non-metropolitan areas of Fresno County. These centers provide:

                     Age appropriation support groups;

                     Offer socialization;

                     Life-skills training; and,

                     Other peer-support activities through support groups.

 

The Youth Empowerment Centers are located in various areas of Fresno County including, but not limited to: Fresno, Firebaugh, Orange Cove, Tollhouse, and Raisin City.

 

The recommended Agreement allows the Director or designee to approve changes in line items within the budget that do not result in any change to the maximum compensation amount.  The recommended Agreement will also allow the Director or designee the authority to modify the scope of services and responsibilities of the Agreement as necessary to be provided by Kings View Behavioral Health without modifying the maximum compensation and/or returning to your Board.   Upon approval by your Board, the recommended Agreement would be effective January 1, 2016 through June 30, 2016 followed by a three (3) year base contract and two (2) optional twelve (12) month service periods.

The Behavioral Health Board was notified of the recommended Agreement and actions during the November 2015 meeting.
