SUBJECT:                     Amendment to Agreement No. 19-541 with the Corporation for Supportive Housing

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute a retroactive Amendment I to Agreement No. 19-541 with the Corporation for Supportive Housing, to reallocate deliverables effective June 1, 2020, with no change in term of October 22, 2019 through October 21, 2022 or compensation maximum of $400,000.

REPORT

Approval of the recommended action will revise and reallocate the “Deliverables” of the Corporation for Supportive Housing (CSH).  CSH has provided the Department of Behavioral Health with Technical Assistance (TA) consulting services related to the No Place Like Home program (NPLH) and will facilitate and operate a Supportive Housing Institute (SHI) in the County.  Modifications to the agreement’s deliverables were necessary to respond to and address Covid19.  This item is countywide.  

 

ALTERNATIVE ACTION(S):

 

Non-approval of the recommended action would result in non-payment for deliverables previously provided by CSH to the Department.

 

RETROACTIVE AGREEMENT:

 

This item is retroactive to June 1, 2020 due to necessary revisions in the scope of work related to COVID-19 limitations on travel as well as additional budget line items needed to implement the revised scope of work. Revisions to the agreement’s scope of work were necessary beginning May 2020 resulting in withheld payment on one invoice in the amount of $32,980 for NPLH technical assistance previously provided by CSH.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The recommended amendment has no impact upon the three-year term or maximum compensation of $400,000 of the agreement. The agreement is financed with NPLH TA ($150,000) and MHSA ($250,000). Contingent upon ongoing negotiations, funding sources could include the City of Fresno and other County sources to offset a portion of the MHSA funding.  Sufficient appropriations and estimated revenues are included in the Department’s Org 5630 FY 2020-21 Adopted Budget and will be included in future budget requests.

 

DISCUSSION:

 

On October 22, 2019, your Board approved Agreement No. 19-541 with CSH to provide the Department with NPLH Technical Assistance (NPLH-TA) consulting services.  Additionally, the agreement allows CSH to facilitate a nationally recognized Supportive Housing Institute (SHI) in the County; designed to lead the County and its partners to a deeper understanding of how to develop competitive supportive housing applications and projects. The SHI brings together organizations and individuals to form teams interesting in creating a pipeline of supportive housing ideas, concepts, development plans and funding streams.  Teams will include service providers, community partners, public and private developers and property managers. CSH will provide intensive hands-on training to assist teams in developing comprehensive, competitive supportive housing plans and applications.  The City of Fresno has shown interest in being a part of the SHI to impact and address homelessness in the City and County of Fresno. 

 

With the onset of COVID-19 and resulting travel restrictions, as well as the Department’s need to expend NPLH-TA funds by the June 30, 2020 deadline, the Department revised the NPLH-TA scope of work during May 2020 to quickly reallocate budgeted NPLH-TA travel funding to supportive housing virtual trainings for Department staff offered by CSH.  Training topics included: Capital Financing for Supportive Housing Development; Introduction to Individual Placement and Support (IPS); Overview of Supportive Housing Services and Housing First Model; Harm Reduction; Trauma Informed Care; Motivational Interviewing and Stages of Change; and, Case Management Models in Supportive Housing. The training was mandatory for Department clinical and non-clinical staff connected with individuals in need of housing.  Approximately 30 to 40 staff attended each training, which concluded prior to June 30, 2020.

 

With your Board’s approval, the Department will continue services with CSH based on the revised scope of work that includes specific tasks related to implementation of the SHI. The SHI will occur over a five-month period with five-hour trainings to be held twice monthly. It is anticipated the SHI will be held during late 2021 and into early 2022.

The Behavioral Health Board was made aware of the recommended amendment during the March 17, 2021 meeting.
