SUBJECT:                     Amendment I to Agreement with Turning Point of Central California for Transitional Housing

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize Chairman to execute First Amendment to Agreement No. 24-383 with Turning Point of Central California, Inc., to continue providing transitional housing beds, sustenance and associated services for the Adult Reentry Planning Program participants, with no change to the term of August 1, 2024, to June 30, 2027, or compensation maximum of $14,743,738.

REPORT

Approval of the recommended item will enable Turning Point of Central California, Inc. (TPCC) to continue providing services for the Adult Reentry Planning Program (ARPP) participants through June 30, 2027. There is no increase in Net County Cost associated with the recommended action, which is funded by the Edward Byrne Memorial Justice Assistance Grant (JAG), as established by the County’s grant Agreement No. 23-372 with the Board of State and Community Corrections (BSCC). This item is Countywide.

 

ALTERNATIVE ACTION(S):

 

If the Board does not approve the recommended action, the Probation Department would likely be required to discontinue transitional housing services for the ARPP participants. The County would also be required to forfeit the remaining JAG grant funds allocated to transitional housing and associated services for ARPP participants.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. Costs for services provided under this agreement will be fully offset with JAG funds. Sufficient appropriations and estimated revenues will be included in the FY 2026-27 Recommended Budget for Org 3432.

 

DISCUSSION:

 

On July 18, 2023, the Board authorized the execution of the retroactive grant Agreement No. 23-372 with BSCC for the competitive funding award of the Edward Byrne Memorial Justice Assistance Grant to the Fresno County Probation Department. The grant agreement term was for the period of June 1, 2023, to December 31, 2026, in the amount of $2,837,831. The JAG Program’s purpose is to develop reentry case management and supportive services for individuals who are incarcerated in the Fresno County Jail for at least sixty days, male or female, 18-40 years of age, affiliated or previously affiliated with a gang, and with a medium to high risk to reoffend. The goal of the JAG Program was to reduce gang activity after release from custody, reduce recidivism, and increase public safety.

 

On July 9, 2024, the Board authorized the execution of Agreement No. 24-383 with TPCC for the provision of transitional housing beds, sustenance, programming and other supportive services/resources to participants in both the ARPP and Public Safety Realignment Act (AB109) programs. The services provided to ARPP participants are funded by the JAG grant.  The current agreement only includes compensation for JAG-funded services for the first and second year of the agreement, through June 30, 2026.

 

On April 16, 2026, the BSCC Board approved a request to offer JAG grantees a nine-month, no cost extension, extending the grant’s service period to June 30, 2027, and the grant period to September 30, 2027. The amendment to Agreement No. 23-372 effectively extends the grant service period described in the Agreement from June 30, 2026, to June 30, 2027. Approval of the recommended action will allow TPCC to continue to provide JAG-funded services to ARPP participants. This will also enable Probation to align the current Agreement No. 24-383 service period with the JAG grant period and maintain compliance with the JAG Agreement No. 23-372.
