SUBJECT: Agreement with Central Unified School District
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Agreement with Central Unified School District for construction costs for installation of a High Intensity Activated Crosswalk (HAWK) at Herndon-Barstow Elementary, effective upon execution through April 30, 2028 ($50,000).
REPORT
Approval of the recommended action will fund a portion of the High Intensity Activated Crosswalk (HAWK) at Herndon-Barstow Elementary project costs. This item pertains to a location in District 1.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the project will be delayed or will not be constructed.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The anticipated total project cost is $1,026,765. The State’s ATP will provide $603,000, Central Unified School District will provide $50,000, and the City of Fresno will provide $184,923 (including an in-kind match of $20,000). The County’s portion of the local match, estimated at $188,842 will be paid out of the Measure “C” allocation. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Roads Org 4510 FY 2024-25 Adopted Budget.
DISCUSSION:
The work to be done consists, in general, of relocating the existing crosswalk, removing the existing flashing beacons, demolishing an existing left turn pocket, widening a section of Grantland Avenue to construct new sidewalk with curb, gutter, and ADA curb ramps, and installing a High Intensity Activated Crosswalk (HAWK) [also known as a Pedestrian Hybrid Beacon (PHB)] system at the new crosswalk near Herndon-Barstow Elementary School.
In 2022, Central Unified School District staff and parents advocated for the City and County to improve safety at the school, and Central Unified committed to contributing funding toward the project. An application to Cycle 6 of the ATP program was submitted by the Department in Fall of 2022. On January 3, 2023, the Board retroactively approved the submission of the application, which was subsequently awarded funding through a regional ATP committee in early 2023.
Your Board approved the adoption of the plans and specifications for Contract 24-17-C Herndon-Barstow Elementary High Intensity Activated Crosswalk (HAWK) and award to the lowest bidder on February 25, 2025.
It is anticipated that construction will occur while school is out of session during Summer 2025.
OTHER REVIEWING AGENCIES:
Central Unified School District reviewed the Agreement at their January 28, 2025 Board Meeting and subsequently approved it at their February 11, 2025 meeting.
