SUBMITTED BY: John Zanoni, Sheriff-Coroner-Public Administrator
SUBJECT: Sheriff Incarcerated Person’s Welfare Fund Purchase
RECOMMENDED ACTION(S):
TITLE
1. Adopt Budget Resolution increasing the FY 2023-24 appropriations and estimated revenues for Sheriff-Coroner-Public Administrator Org 3111 in the amount of $100,000 for the purchase of Converted Specialty Transportation Van (4/5 vote); and
2. Adopt Budget Resolution increasing the FY 2023-24 appropriations for Special Revenue Fund Sheriff-Coroner-Public Administrator Incarcerated Persons Welfare Fund Org 1500 in the amount of $100,000 (4/5 vote).
REPORT
There is no additional Net County Cost associated with the recommended actions. The Sheriff’s Office will use funding from the Incarcerated Persons Welfare Fund (IPWF) to purchase Converted Specialty Transportation Van. Currently Jail Transportation has only one vehicle that is ADA (Americans with Disabilities Act) accessible. It is used to transport in and out of town for incarcerated persons who need off site medical care or need to be transported to other jurisdictions for legal reasons. This item is countywide.
ALTERNATIVE ACTION(S):
If the recommended actions are not approved, the Sheriff’s Office will not be able to purchase the recommended Converted Specialty Transportation Van.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. Approval of the first recommended action will increase the FY 2023-24 appropriations and estimated revenues for the Sheriff’s Org 3111 in the amount of $100,000 through an Operating Transfer In to cover the costs associated with purchasing the Converted Specialty Transportation Van. Approval of the second recommended action will increase the FY 2023-24 appropriations in the amount of $100,000 as an Operating Transfer Out in the Sheriff’s Org 1500 to allow for this purchase.
DISCUSSION:
The IPWF money earned through commissions on inmate telephone calls, Incarcerated Person’s purchase of commissary items and interest earned by the IPWF balance is expended by the Sheriff primarily for the benefit, education, and welfare of the Incarcerated Person’s confined within the jail. These funds may also be expended for the maintenance of County jail facilities. Maintenance of County jail facilities may include, but is not limited to, the salary and benefits of personnel used in the programs to benefit the Incarcerated Person’s. This includes, but is not limited to, education, drug and alcohol treatment, library services, accounting, and other programs deemed appropriate by the Sheriff. Currently Jail Transportation has one ADA accessible vehicle which is used to transport incarcerated people in and out of town for off-site medical care or other jurisdictions for legal reasons. Adding an additional ADA accessible vehicle will allow for sufficient transport of multiple mobility impaired incarcerated people as needed.
The Converted Specialty Transportation Van that is recommended for purchase will be used to provide a direct benefit to the incarcerated population by allowing the safe and legal transportation of all incarcerated people with ADA/Mobility issues.
