RECOMMENDED ACTION(S):

TITLE

Approve and Authorize the Chairman to execute an Amendment to Agreement with B.I. Incorporated, dba BI Correctional Services, Incorporated to increase the number of daily and annual participants served in the Reentry Employment Readiness Program, effective March 28, 2023, with no change to the term of February 1, 2021 through January 31, 2026 and increasing the maximum by $698,244 to a total of $2,401,484.

REPORT

There is no additional Net County Cost associated with the recommended action, which will allow B.I. Incorporated (BI) to increase the number of daily and annual participants served in the Reentry Employment Readiness Program as all costs are fully offset with the Public Safety Realignment Act (AB 109) revenue.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the Reentry Employment Readiness Program will continue to provide services at the current participant level.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The increased costs of $698,244 for services provided under the recommended amendment are fully offset with AB 109 revenue.  Sufficient appropriations and estimated revenues are included in the FY 2022-23 Adopted Budget for Probation Org 3430 and will be included in future budget requests.

 

DISCUSSION:

 

On January 26, 2021, your Board approved an agreement with BI to provide evidence-based reentry employment services to in and out of custody adult offenders, on probation and/or in the Probation Department’s Pretrial program as well as those in the Justice Accountability Grant (JAG) Adult Re-entry Planning Program (ARPP).

 

On August 29, 2022, at the Community Corrections Partnership (CCP) meeting, the Executive Committee voted to fund the expansion of the Reentry Employment Readiness Program to provide services to an increased number of daily participants, from 60 - 150 participants, to 240 - 600 annual participants.

 

The recommended amendment would increase the number of daily and annual participants in the Reentry Employment Readiness Program, providing services to more in and out of custody probationers in the Department’s Pretrial Program.  These services include:

                     Completion of an orientation and assessments on each participant to identify criminogenic risk and need, pinpoint employment deficits and barriers, and identify participants interests, strengths, and talents.

                     Development of an Individual Employment Plan (IEP) for each participant consisting of a plan of action to address deficits and barriers, set goals, and provide job coaching to obtain employment.

                     Determination of enrollment in the appropriate track(s) or the ability of the participant to bypass the tracks and go directly to job seeking.  The employment readiness track develops skills to obtain and retain employment.  The vocational track provides opportunities to complete any job necessary certifications.  The placement track provides job search assistance and placement.

                     Provision of resources from within the community, as needed, to address childcare, housing, mental health, abuse, substance abuse, GED assistance, higher education, or vocational training programs.
