SUBJECT: Sheriff-Coroner Non-Patrol Vehicle Purchase
RECOMMENDED ACTION(S):
TITLE
Adopt Budget Resolution increasing the FY 2016-17 appropriations and estimated revenues for Sheriff-Coroner Org 3111 in the amount of $280,000 for the purchase and up-fitting of non-patrol vehicles (4/5 vote).
REPORT
There is no additional Net County Cost associated with this action. The County of Fresno Human Resources Risk Management Division collects insurance reimbursements from citizens’ insurance companies and/or citizen vehicle operators who are the responsible party for traffic collisions involving Sheriff’s vehicles. These funds along with the accumulated proceeds from the sale of surplus Sheriff-Coroner vehicles and unclaimed property funds will be utilized to purchase up to thirteen replacements for aging non-patrol vehicles. The approval of the recommended action will allow the Sheriff-Coroner to increase appropriations and estimated revenues in Sheriff-Coroner Org 3111 to facilitate this purchase.
ALTERNATIVE ACTION(S):
The County can defer the purchase of replacement vehicles; however, this delay will likely result in higher maintenance costs and fewer future vehicles purchased as costs for new vehicles will continue to escalate.
FISCAL IMPACT:
There is no increase in Net County Cost associated with this action. The proceeds from the sale of surplus vehicles in the amount of $175,559, along with insurance recovery in the amount of $34,441, and Unclaimed Property funds of $70,000 for a total of $280,000 will be used to fund the vehicle purchases. Approval of the recommended action will increase the FY 2016-17 appropriations and estimated revenues in the Sheriff-Coroner Org 3111 in the amount of $280,000 for the purchase and up-fitting of non-patrol vehicles. Operating costs for the replacement vehicles are included in the Sheriff-Coroner’s Org 3111 Adopted Budget for FY 2016-17 and will be included in future years’ requested budgets for the department.
DISCUSSION:
The Sheriff-Coroner’s Office requests approval to purchase thirteen non-patrol vehicles. These vehicles will be utilized to replace aging vehicles within the Coroner Division and trip cars, utilized for out-of-town travel when necessary. The Coroner staff are currently driving old patrol vehicles averaging over 150,000 miles. If approved, the Coroner Division will be provided replacements consisting of one Ford F150 truck and four Ford Escapes up-fitted to perform the duties of Deputy Coroners. The remaining funds will be used to purchase eight Ford Escapes to be used as trip vehicles for the Sheriff’s Office. The eight Patrol Interceptor Explorers currently being used as trip vehicles will be up-fitted and issued to a Deputy Sheriff as they are pursuit rated vehicles, and have relatively low mileage.
The Sheriff-Coroner’s Office maintains a fleet of patrol vehicles to provide a law enforcement presence for the unincorporated areas of the County’s 6,000 square miles. On March 24, 2015, your Board approved a Sheriff-Coroner Vehicle Replacement Plan. As indicated in the Plan, purchases of replacement non-patrol vehicles are funded with third party revenue. The use of proceeds from the sale of surplus vehicles, Unclaimed Property funds, and the vehicle accident insurance reimbursement from Risk Management is consistent with the Vehicle Replacement Plan.
