RECOMMENDED ACTION(S):

TITLE

Adopt plans and specifications for Contract 23-01-C Jensen Avenue Overlay and Shoulder Improvements, Federal Project No. CML-5942 (283) and award to the lowest bidder Agee Construction Corporation, 1039 Hoblitt Avenue, Clovis, CA 93612, in the total amount of $3,879,114.

REPORT

Approval of the recommended action will authorize the award of a Federally funded Congestion Mitigation & Air Quality (CMAQ) Improvement Program and Surface Transportation Block Grant (STBG) project.  This item pertains to a location in District 1.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the project will be delayed or will not be constructed.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action.  The anticipated construction cost for the project, based on the low bid and Director’s allowance for change orders of $206,456, is $4,085,570.  CMAQ and STBG will provide funding for contract construction up to $3,384,105 and any remaining costs will be paid out of the County’s SB-1 Allocation. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Org 4510 FY 2023-24 Adopted Budget.

DISCUSSION:

Jensen Avenue is two-lane rural road with unpaved shoulders.  This project will improve air quality by decreasing the amount of airborne particulate matter caused by vehicles traveling along the roadway through widening the road with paved shoulders and placing a new overlay on the road surface.

The work to be done consists of, in general, constructing approximately 5.01 miles of 4-foot-wide paved shoulder with shoulder backing, and placing an asphalt concrete overlay on West Jensen Avenue from South Madera Avenue to South Dickenson Avenue.  It also includes road realignment, reconstruction of the concrete curb islands at the Jensen and Dickenson intersection, removal of abandoned culvert headwalls, and installation of road pavement striping, signs, and other miscellaneous items.

A bid opening was held on March 28, 2024.  Six bids were received.  The low bid of $3,879,114, from Agee Construction Corporation, was $9,898 or 0.25% lower than the engineer’s estimate of $3,889,012.  A list of bidders, their respective bid amounts, and their Disadvantaged Business Enterprise (DBE) Commitments is shown below.  As a federally funded project, there was a DBE goal of 18%.

Plans and Specifications were prepared by A&M Consulting Engineers and are on file with the Department.  It is anticipated that construction will commence in June 2024 and will be completed in Fall 2024.

California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA)

Department staff has determined that the Jensen Avenue Overlay and Shoulder Improvements project is categorically exempt from the provisions of CEQA under Section 15301(c) - Existing Facilities.  The California Department of Transportation (Caltrans) acting as the Federal lead agency determined the project would not have a significant effect on the environment as defined by NEPA, per 23 CFR 771.117(c)(26).
