TITLE

Adopt plans and specifications and award Contract 19-13-C, Fresno County Recorder’s Office Offsite Parking Lot Improvements to the low bidder, AJ Excavation, Inc., 9662 W Kearney Blvd., Fresno, CA 93706 in the amount of $634,024.

REPORT

Approval of the recommended action will authorize construction of parking lot improvements at Merced and “L” Streets associated with relocation of the Recorder’s Office.  This item pertains to a location in District 3.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, reconstruction of the parking lot will be delayed.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action.  The maximum anticipated construction cost is $678,225 based on the low bid and including the Director’s allowance for change orders of $44,201.  Sufficient appropriations will be included in the Recorder’s Office Org 1048/Program 91494 FY 2020-21 Proposed Budget.

DISCUSSION:

The Recorder’s Office is planning to relocate to the former Noble Credit Union building on Van Ness Avenue, which was acquired in February 2018 along with a parking lot located at Merced and “L” streets.  This offsite parking lot is located about a block from the new location and once reconstructed, is intended for use by Recorder’s Office staff.  The work to be done consists, in general, of repaving the 0.43 acre lot.  Existing sidewalk, curb and gutter along the frontage of the site will be replaced.  Underground fuel storage tanks (UST) and contaminated soil were removed under a separate contract following direction of the Environmental Health Department and applicable regulations.  Removal and replacement of the petroleum impacted soil in the UST excavation area was necessary to significantly reduce the potential threat to human health and the environment by mitigating the contamination and eliminating its original source.

On April 28, 2020, the Department issued a Notice to Bidders for the project, using the Department’s standard instructions and construction contract template for a transportation project.  On June 4, 2020, the Department held a bid opening and six bids were received online through Bid Express, although bidders still had the option to submit paper bids.  AJ Excavation’s bid of $634,024 was $61,785 or 8.9%, lower than the engineer’s estimate of $695,809.
