SUBJECT: First Amendment to Master Agreement for Architectural Services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute First Amendment to Master Agreement A-21-333 for architectural services, increasing the maximum compensation by $500,000 to $2,500,000, with no change to the potential five-year term of July 8, 2021, through July 7, 2026.
REPORT
There is no additional Net County Cost associated with the recommended action, which will amend Agreement No. A-21-333 (Agreement) and allow the General Services Department, Facility Services Division (GSD-Facility Services) to continue utilizing all architectural consultants for their consulting services. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, GSD-Facility Services would be required to limit the number of design and architectural projects completed under the Agreement; this could cause delays in providing services requested by user departments.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended Amendment, which will increase the maximum compensation by $500,000, from $2,000,000 to $2,500,000. Costs associated with the recommended Amendment are recovered through chargebacks to user departments. Sufficient appropriations and estimated revenues are included in the GSD-Facility Services Org 8935 FY 2025-26 Adopted Budget and will be included in the FY 2026-27 Recommended Budget request.
DISCUSSION:
On August 24, 2021, the Board approved the Agreement for architectural consulting services. The County contracts with consultant architects to assist GSD-Facility Servies in completion of various projects and to advance planning for future projects. These services include, but are not limited to, programming and schematic design, design development, construction document preparation, construction observation, building systems testing and staff orientation, and post-construction services. Services have been used for American Rescue Plan Act - State and Local Fiscal Recovery Funds (ARPA) projects, such as the redesign of the Sanger Library’s heating, ventilation, and air conditioning (HVAC) system, the Fresno Humane Animal Services HVAC system, and design and engineering for the Brix-Mercer Building replacement generator, in addition to multiple non-ARPA projects. Due to higher than anticipated need for services, especially in relation to completing ARPA projects, GSD-Facility Services requires an amendment to increase the maximum compensation.
The recommended Amendment will increase the maximum compensation by $500,000 to help ensure that GSD-Facility Services can respond quickly to user-department requests for projects that require design and architectural services.
