SUBJECT:                     Amendment I to Agreement with California State University, Fresno Foundation

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment I to Agreement with California State University, Fresno Foundation for evaluation services for The Lodge Innovation Programs, extending the term by eighteen (18) months from January 1, 2024 to June 30, 2025, and increasing the maximum compensation by $68,520 to a total of $218,520.

REPORT

Approval of the recommended action will extend the existing agreement with California State University (CSU), Fresno Foundation by eighteen (18) months, resulting in a five-year contract. CSU Fresno Foundation provides evaluation services to The Lodge Innovation (INN) Program.  This service will be funded with Mental Health Services Act (MHSA) Innovations (INN) funds, with no increase in Net County Cost. This item is countywide.

ALTERNATIVE ACTION(S):

Should your Board not approve the recommended action, the Department will end the evaluation for The Lodge INN programs as originally planned on December 31, 2023, therefore not allowing the Department to collect additional data needed to evaluate and determine if the program is viable and plan sustainably of such programs.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action.  The recommended amendment will increase the term’s maximum compensation by $68,520 to a total of $218,520 and will be fully funded with MHSA INN funds. Sufficient appropriations and estimated revenues are included in the Department’s Org 5630 FY 2023-24 Adopted Budget and will be included in subsequent budget requests.

DISCUSSION:

On March 9, 2021, your Board approved A-21-066 with CSU, Fresno Foundation to provide evaluation services for The Lodge INN plan.

On June 20, 2023, your Board approved the extension of the Agreement with R.H. Community Builders LP for The Lodge services to provide short-term lodging driven by peer-support services to individuals who have a severe mental illness (SMI), are currently homeless, or at risk of homelessness, are eligible for services, and have not previously engaged in ongoing outpatient behavioral health services.

The Mental Health Services Oversight and Accountability Commission regulations require all Innovation Plans have an evaluation component to assist in analyzing effectiveness and feasibility of the INN program. SRI has been providing evaluation services for this program since 2021 and has provided us with insightful data collection analysis, and reports based on the evaluation’s focus of two program outcomes: Did the program increase individuals served engagement in care services?  Did the program change attitudes among stakeholders and participants about the role of peer as program facilitators?

Approval of the recommended action will allow the Department to continue utilizing CSU Fresno Foundation for the evaluation services and how the Department can gain insight on the sustainability of such programs.
