SUBJECT: Amendment I to Agreement with City of Selma (CDBG 24651)
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment I to Agreement No. 24-496 with City of Selma Sidewalk Connectivity, Phase III, Community Development Block Grant Project No. 24651, effective upon execution with no change in term through March 20, 2026, increasing the maximum Community Development Block Grant funds provided by $68,461, due to increased construction costs, to a total Community Development Block Grant funding amount not to exceed $301,257.
REPORT
There is no Net County Cost associated with the recommended action. Approval of the recommended action will provide additional Community Development Block Grant (CDBG) funding for the Selma Sidewalk Connectivity, Phase III (Project). These additional funds are available from the City of Selma (City) CDBG allocation included in the County’s 2024-2025 Action Plan, as approved by the Board on June 18, 2024. The total Project cost is now estimated at $301,257. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
Your Board may choose not to approve the recommended amendment, requiring the City to provide local financial contributions to cover Project costs that exceed the current $232,796 CDBG funding provided in the Agreement.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The recommended amendment will increase CDBG funding for the Project by $68,461, from $232,796 to $301,257. The additional CDBG funds are included in the Department of Public Works and Planning - Community Development Block Grant Org 7205 FY 2025-26 Proposed Budget. CDBG funds are provided on a reimbursement basis.
DISCUSSION:
On September 10, 2024, the Board approved Agreement No. 24-496 (Agreement) for the Project, then estimated at $232,796. The Agreement provided $232,796 in CDBG funds to the City, on a reimbursement basis, for the construction or replacement of curb, gutter, sidewalk, drive approaches, and curb ramps where missing, damaged, or not meeting current American with Disabilities Act requirements to create a safe continuous pedestrian traveling surface. Existing signs, placement markings, curb, gutter, sidewalk, drive approaches, streetlights, storm drain inlets, and landscape may be modified, replaced, and/or relocated to accommodate the proposed improvements. The Project is located in the City of Selma within the area generally bounded by Valley View Avenue, to the south, Second Street and Bauder Street to the north, Thompson Avenue to the west, and Sheridan Street to the east.
If approved, the recommended amendment will increase the total CDBG funds allocated to this Project from $232,796 to $301,257. All remaining provisions of the Agreement will remain in full force and effect.
OTHER REVIEWING AGENCIES:
Amendment I to Agreement No. 24-496 has been reviewed and approved by the City of Selma.
