RECOMMENDED ACTION(S):

TITLE

Adopt plans and specifications for Contract 19-14-SW, American Avenue Disposal Site Groundwater Monitoring Wells Replacement Project, and award Contract 19-14-C to the lowest bidder, Krazan & Associates, Inc., 215 W. Dakota Avenue, Clovis, CA 93612, in the amount of $824,300.00.

REPORT

Approval of the recommended action will adopt the project plans and specifications and award a County-funded American Avenue Disposal Site (AADS) Enterprise Fund project to Krazan & Associates, Inc.  This item pertains to a location in District 1.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the groundwater monitoring well network for the AADS will be in jeopardy of not complying with California Code of Regulations (CCR) Title 27 requirements for a Detection Monitoring Program, potentially subjecting AADS to fines associated with Notices of Violation that may be issued before the Groundwater Monitoring Wells Replacement Project (Project) could be re-bid and awarded.  The existing monitoring wells are going dry and therefore no longer meet the Title 27 requirements.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The anticipated maximum construction cost, based on the lowest bid ($824,300) and including a 10% allowance ($82,430) for contingencies, is $906,730.  Sufficient appropriations and estimated revenues are included in the Department’s AADS Org 9026 FY 2019-20 Adopted Budget.

 

DISCUSSION:

 

The work to be done consists, in general, of drilling 15 new groundwater monitoring wells and decommissioning 18 of the existing groundwater monitoring wells within AADS.  The work also includes drilling and logging the boreholes, constructing the monitoring wells, constructing the wellheads, and incidentals.

 

On November 5, 2019, the Department issued a Notice to Bidders (19-14-SW American Avenue Disposal Site Groundwater Monitoring Wells Improvements) for the Project using the Department’s standard instructions to bidders and construction contract template.

 

On December 5, 2019, the Department received one bid for the Project. Krazan & Associates’ bid was $824,300, which is $190,080, or 29.97% higher than the engineer’s estimate of $634,220.  Higher than anticipated prices for casing and filter packs associated with the new wells contributed to the increased bid amount.

 

Plans and specifications were prepared by the Department’s Design and Resources Divisions.  It is anticipated that construction will begin in March 2020 and will be completed in July 2020.
