SUBJECT: Amendment to Agreement with A-1 Auto Electric
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute First Amendment to Purchasing Agreement No. P-23-007 with Almared Inc. dba A-1 Alternative Fuel Systems/A-1 Auto Electric for the maintenance and repair of Sheriff’s vehicles converting to a Board agreement, with no change to the term of the Purchasing Agreement, increasing the maximum compensation by $300,000, to $500,000.
REPORT
There is no additional Net County Cost associated with the recommended action, which will convert Purchasing Agreement No. P-23-007 (Purchasing Agreement) to a Board agreement, allowing the Sheriff’s Office to continue to utilize A-1 Auto Electric for maintenance and repair services. The current Purchasing agreement was for a three-year term effective January 1, 2023 through December 31, 2025 with two optional one-year extensions and a maximum compensation not to exceed $200,000. Approval of the recommended action will convert the Purchasing agreement to a Board agreement and increase the maximum compensation amount to $500,000 for the remaining term of the agreement, thereby allowing continued maintenance and repair services for Sheriff’s vehicles. This item is countywide.
ALTERNATIVE ACTION(S):
If your Board does not approve the recommended action, the Sheriff’s Office would be limited in its ability to obtain timely maintenance of Sheriff’s vehicles.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will increase total compensation by $300,000 to $500,000 for the recommended Agreement. Sufficient appropriations and estimated revenues are included in the Sheriff-Coroner-Public Administrator’s FY 2025-26 Org 3111 Adopted Budget and will be included in subsequent budget requests for the remaining term of the agreement. As of November 6, 2025, there are no pending invoices.
DISCUSSION:
On December 2, 2022, Purchasing Agreement P-23-007 was executed with A-1 Auto Electric following a Request for Quotation (RFQ) to provide maintenance and repair for Sheriff’s vehicles. The agreement was for a three-year base contract with two optional one-year extensions, effective January 1, 2023 through December 31, 2025, with a maximum contract amount of $200,000.
The Sheriff’s Office has contracted with A-1 Auto Electric for maintenance and services since January 2023 through Purchasing Agreement No. P-23-007. A-1 Auto Electric services include smog services, scheduled maintenance (oil and filter change, safety checks, fuel checks, etc.), specified general repairs (brake jobs, heating/air, electrical, turning rotors, alignments, etc.), specialized item repairs (transmission and engine rebuild/replace, electrical system component repair etc.), and non-explicit maintenance and repairs (including diesel and CNG/propane equipment such as forklifts). The General Services Department - Purchasing Division recommends that the current Purchasing agreement with A-1 Auto Electric be converted into a Board agreement due to the majority of funds being spent in the first couple of years, as the maximum allowable for service will exceed the Purchasing Manager’s authority of $200,000, and Purchasing will not be able to sign off on any invoices surpassing $200,000. Approval of the recommended action will allow A-1 Auto Electric to continue maintenance and repairs for Sheriff’s vehicles.
