SUBJECT:                     No Parking Signs on East Kings Canyon Road, east of South Temperance Avenue

 

RECOMMENDED ACTION(S):

TITLE

Adopt a Resolution authorizing No Parking signs on East Kings Canyon Road east of South Temperance Avenue and direct the Director of the Department of Public Works and Planning to install said No Parking signs.

REPORT

Approval of the recommended action will allow the installation of No Parking signs at this location, which are appropriate due to law enforcement concerns and citizen reports of property damage. The signs will improve traffic safety by reminding motorists that parking on the road is prohibited, guiding traffic, and prohibiting motorists from bringing a vehicle to a complete stop upon the road so as to impede or block the normal and reasonable movement of traffic, unless parking is necessary for safe operation or in compliance with the law. The distance along E. Kings Canyon Road, east from S. Temperance Avenue is less than 1/2 mile. This item pertains to a location in District 5.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved by your Board, the signs will not be installed on E. Kings Canyon Road and parking trucks may continue to damage property and local traffic will continue to be obstructed or impeded.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. The estimated cost is $2,500 for materials and $2,500 for equipment and labor that will be performed by Department of Public Works and Planning personnel. Sufficient appropriations and estimated revenues are included in the Department’s Roads Org 4510 FY 2025-26 Adopted Budget.

 

DISCUSSION:

 

East Kings County Road is a County-maintained road in eastern Fresno County, east of the City of Fresno, and is under the County’s exclusive jurisdiction. E. Kings Canyon Road, east of S. Temperance Avenue is a two-lane road with centerline striping and transitional striping culminating with its signalized intersection with S. Temperance Avenue. East of South Temperance Avenue, E. Kings Canyon Road extends less than 1/2 a mile and ends in a cul-de-sac that was created with the construction of Freeway 180 in 2018. Designated as an Arterial in the Fresno County General Plan, E. Kings Canyon Road provides for mobility within the County and its cities, carrying through traffic on continuous routes and joining major traffic generators, freeways, expressways, super arterials, and other arterials. Access to abutting private property and intersecting local streets shall generally be restricted. 

 

Pavement width varies from approximately 36 feet wide at the west to approximately 24 feet to the east, from edge to edge, with a 64-foot cul-de-sac. The speed limit is not posted and therefore is a prima facia 55 miles per hour (MPH), with a traffic volume of 25 vehicles per day (VPD). Residents have reported truck-tractor rigs parking on the north and south sides of E. Kings Canyon Road, causing damage to private property and fences.

 

The land to the north of E. Kings Canyon Road is vacant and zoned for Rural Residential (RR) use. The County owns an approximately 10,300 square foot parcel of property adjacent to the roadway, near S. Temperance Avenue. Properties on the south side of E. Kings Canyon Road include a pasture, small church and vacant land, all zoned Exclusive Agriculture, 20-acre minimum lot size, (AE20). 

 

South Temperance Avenue is an Expressway with a center divider and striping for two to five lanes of traffic as it transitions from south of the intersection to its connection north of E. Kings Canyon Road with Freeway 180. Expressways provide for rapid through-traffic movement on continuous routes which connect the cities and communities within the County with each other, with State Routes and other expressways, and with communities in adjoining counties. Expressways provide a high degree of access control.

 

Traffic studies performed by Department staff indicate that installation of No Parking signs on E. Kings Canyon Road, east of S. Temperance Avenue are necessary to prevent property damage and remind motorists not to obstruct traffic, to guide traffic, and are appropriate, as such will improve traffic safety at this location.
