RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Infrastructure Funding Agreement between the Fresno Regional Workforce Development Board and the County of Fresno Department of Social Services for the provision of workforce development services, effective July 1, 2021 through June 30, 2022, total not to exceed $12,829.

REPORT

There is no additional Net County Cost associated with the recommended action, which will allow the Fresno Regional Workforce Development Board (FRWDB) to continue operation of the Fresno-based America’s Jobs Centers of California (AJCC) in accordance with the Workforce Innovation and Opportunity Act (WIOA). The AJCC will continue to provide workforce development services to residents of Fresno County. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. The recommended Infrastructure Funding Agreement (IFA) is an exhibit of the WIOA Memorandum of Understanding (MOU) approved by the Board on June 4, 2019 and is required to be reviewed, renegotiated, and renewed every year. If the IFA is not executed with each mandated partner by July 1, 2021, the County of Fresno will be out of compliance with WIOA requirements and could lose funding for WIOA activities that benefit job-seeking residents.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The maximum amount of the agreement ($12,829) will be offset with State and Federal Social Services funds ($11,097), County match comprised of 2011 Realignment ($1,090), 1991 Realignment ($539) and budgeted Net County Cost ($103) for the General Relief share. This is a decrease from the FY 2020-21 IFA due to a decrease in space occupied by the Department   from 6.71% to 1.63%. Sufficient appropriations and estimated revenues are included Department’s Org 5610 FY 2021-22 Recommended Budget and will be included in future budget requests.

 

DISCUSSION:

 

On June 4, 2019, your Board approved Agreement No. 19-234, a three-year MOU for WIOA services. The WIOA mandates that certain Federal, State, and local agencies partner with the local Workforce Development Board to streamline the delivery of employment services and leverage resources to better serve the community. The WIOA also requires that each co-located partner contribute to shared infrastructure costs related to the operation of the AJCC. Entities designated as co-located partners at the Manchester Center AJCC, aside from FRWDB and the Department of Social Services, include the California Department of Rehabilitation and the State of California Employment Development Department.

 

Currently, the AJCC is located at Manchester Center, and the agreement budget is based upon costs and space from the Manchester Center location. However, the AJCC is moving to a new location at 3170 W. Shaw Avenue in western Fresno during the second quarter of FY 2021-22. This building is larger and will include modern updates and new office furniture. This move may result in an adjustment to the Department’s operational costs for the space occupied, requiring an amendment to the IFA.

 

Operational costs are incorporated into the MOU as an IFA which is reassessed and brought back to the Board for approval annually. The IFA for FY 2020-21 was approved as part of the MOU on June 4, 2019. The recommended IFA will establish the budget for FY 2021-22.

 

The recommended IFA is based on the template approved by the Board at its meeting on May 7, 2019.
