SUBJECT: Retroactive Submittal of Grant Application to the Governor’s Office of Business and Economic Development for the California Community Reinvestment Grants Program
RECOMMENDED ACTION(S):
TITLE
Retroactively approve and authorize the Director of the Department of Public Health’s previous submittal of a grant application to the Governor’s Office of Business and Economic Development for the California Community Reinvestment Grants Program Fiscal Year 2025-26 for the period of June 1, 2026, through May 31, 2029 ($3,000,000).
REPORT
There is no additional Net County Cost associated with the recommended action. Approval of the recommended action will retroactively authorize the submission of a competitive grant application to the Governor’s Office of Business and Economic Development (GO-Biz) for the California Community Reinvestment Grants Program (CalCRG) to advance health and wellness for populations and communities disproportionately impacted by social determinants of health. It should be noted that GO-Biz published a request for proposals for applications on August 4, 2025. To meet the phase 1 grant application deadline of September 8, 2025, the Department submitted an application on September 5, 2025, contingent upon your Board’s approval. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, the grant application would be withdrawn.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The Department submitted a grant application in the amount of $3,000,000 to Go-Biz for a 36-month term, beginning June 1, 2026 through May 31, 2029. Selected agencies will be notified of grant award and amount in May 2026, at which time the Department will return to your Board to request acceptance of award and approval of a budget resolution to Org 5620’s FY 2025-26 Adopted Budget to align appropriations and revenues with the amount awarded.
DISCUSSION:
The Go-Biz CalCRG program is available to local health departments and qualified community-based organizations to support communities disproportionately affected by past federal and state drug policies. Program activities of the CalCRG grant include:
• Job placement
• Mental health treatment
• Substance use disorder treatment
• System navigation services
• Legal services to address barriers to reentry
• Linkages to medical care
The Department’s focus for this program will be accomplished through system navigation services and linkages to medical care activities. By leveraging an existing service delivery framework and collaborating with the Fresno County Community Health Worker (CHW) Network on a referral tier system approach, reach of services will be maximized to unduplicated community members in a tailored and cultural relevant manner.
Should the Department advance to phase 2 of the application process and be awarded the CalCRG grant, we will return to your Board to request acceptance of the grant award.
