SUBJECT: Award Contract 24-18-C Golden State Boulevard Phase 2
RECOMMENDED ACTION(S):
TITLE
1. Adopt plans and specifications for 24-18-C Golden State Boulevard Phase 2 and award to the lowest bidder Don Berry Construction, Inc., 13701 Golden State Boulevard, Kingsburg, CA 93631, in the amount of $4,418,170.57; and
2. Authorize the Director to execute contract change orders for Contract 24-18-C, not to exceed $210,000 for any one change order pursuant to Public Contract Code 20142, and not to exceed a total change order limit of $410,000 or approximately 9.3% of the total compensation payable under Contract 24-18-C.
REPORT
Approval of the recommended action will authorize the award of a budgeted road improvement project funded by Measure C Short-Term Rural Regional Transportation Program. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
If the first recommended action is not approved, the project will be delayed or will not be constructed. If the second recommended action is not approved, some portions of construction could be delayed due to the time required to return to the Board for approval of individual change orders.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended actions. The maximum anticipated construction cost for the project, based on the low bid and including the Director’s allowance for a maximum change order limit of $410,000, is $4,828,170. The project costs will be reimbursed by Fresno County Transportation Authority with Measure “C” funds. Sufficient funds to cover the cost of construction are included in the Public Works and Planning Roads Org 4510 FY 2024-25 Adopted Budget.
DISCUSSION:
On October 25, 2022, the Board approved the award of Phase 1 of the project, which included road rehabilitation, intersection signalization, sidewalk installation, streetlights, and landscaping on roadways that did not include the Union Pacific Railroad (UPRR) crossings.
Phase 2 will continue work in the intersections where UPRR crossings are located. The work will include improvements along Golden State Boulevard for approximately 2.63 miles from Draper Street to Clayton Avenue such as signal modifications, cold plane asphalt pavement, pavement rehabilitation, minor concrete work, intersection channelization, placing hot-mix asphalt, excavation and trenching, pavement striping and marking, and sidewalk installation.
The project was advertised on December 18, 2024 and the bid opening was held on January 23, 2025. Five bids were received electronically. The low bid of $4,418,170.57, from Don Berry Construction, Inc., was $607,897 or 12% lower than the engineer’s estimate of $5,026,068.

Plans and Specifications were prepared by the project design consultant Mark Thomas and are on file with the Department.
The Department has determined that the Golden State Boulevard Project will not have a significant impact on the environment. Fresno Council of Governments prepared a Mitigated Negative Declaration and circulated the document for public review between December 7, 2011 and January 23, 2012. A public meeting was held on January 11, 2012 to solicit comments; comment letters were received and incorporated into a Final Mitigated Negative Declaration. Fresno Council of Governments Policy Board adopted the Mitigated Negative Declaration and accepted the studies that were prepared.
It is anticipated that construction will commence in Spring 2025 and will be completed in Fall 2025.
