SUBJECT: Contribution of Funds for Community Outreach Event
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Department of Behavioral Health to contribute funds and participate in a Back to School Health Fair, pursuant to Administrative Policy No. 80.
REPORT
Administrative Policy 80 was approved to govern department contributions for non-County events, causes, or anything similar. The purpose of this agenda item is for the Board to consider and approve the Department of Behavioral Health to participate in a Back to School Health Fair. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, the Department will not participate in the Back to School Health Fair.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Costs associated are estimated to be $100 and will be funded with realignment funds. Sufficient appropriations are included in the Department’s Org 5630 FY 2026-27 Recommended Budget.
DISCUSSION:
On June 10, 2025, your Board discussed department sponsorships and County financial contributions to community events. Your Board gave direction to the CAO to create a process for Board approval of contributing County funds to third-party events. Additionally, your Board directed the CAO to return at a later date to discuss and recommend celebrations that County departments may officially recognize or celebrate.
On July 8, 2025, Administrative Policy 80 - Department Contributions of Funds for Non-County Events or Causes, was approved by your Board ensuring that the County follows a consistent process when departments seek to make contributions of funds for non-County events, causes, or anything similar. On August 19, 2025, your Board approved the first revision exempting departments with elected department heads from its requirements. On April 21, 2026, your Board approved a second revision excluding job fairs from its requirements.
The Department participates in various outreach events to promote mental health, substance use disorder, and suicide prevention awareness which helps reduce stigma, increase literacy and awareness, and provide earlier access to supports. Such events may require a registration fee and/or sponsorship. The event below is presented for your Board’s approval:
• Back to School Health Fair - August 8, 2026 - $100
Funds will be paid directly to the event organizer, West Fresno Family Resource Center, for registration fee. DBH will host an outreach table providing mental health, substance use disorder, and suicide prevention education materials. Additional information is provided in the attachment.
