RECOMMENDED ACTION(S):

TITLE

Adopt Budget Resolution increasing FY 2021-22 appropriations and estimated revenues in the amount of $145,500 in the Sheriff-Coroner-Public Administrator Org 3111 for the purchase and up-fitting of non-patrol vehicles (4/5 vote).

REPORT

There is no additional Net County Cost associated with this action.  The Sheriff’s Office will receive accumulated proceeds from the sale of surplus Sheriff vehicles and sales of wrecked and scrap vehicle materials.  The Sheriff’s Office is estimating $104,315 that can be used to purchase replacement vehicles.  Additionally, this purchase will utilize a reimbursement credit of $41,185 from a previously ordered transport vehicle that was never built nor delivered.  Using these funding sources, approval of the recommended action will allow the Sheriff’s Office to purchase four (4) Sheriff vehicles, including the prisoner transport vehicle, which was not built, and three non-patrol vehicles. The vehicles will be utilized by the Sheriff’s Court Services Unit and community services operations. This item is countywide.

ALTERNATIVE ACTION(S):

The County can defer the purchase of replacement vehicles; however, this delay will likely result in higher maintenance costs and fewer future vehicles purchased as costs for new vehicles will continue to escalate.

FISCAL IMPACT:

There is no additional Net County Cost associated with this action.  This vehicle purchase will utilize proceeds from the sale of surplus Sheriff vehicles and sales of wrecked and scrap vehicle materials.  The Sheriff’s Office is estimating roughly $104,315 that can be used to purchase replacement vehicles.   Additionally, $41,185 from a previously ordered transport vehicle that was never built nor delivered will be utilized for this purchase.  Approval of the recommended action will increase the FY 2021-22 appropriations in the Sheriff-Coroner-Public Administrator’s Org 3111 in the amount of $145,500 and estimated revenues in the amount of $145,500 for the purchase and up-fitting of vehicles.  Operating costs for the replacement vehicles are included in the Sheriff-Coroner-Public Administrator’s Org 3111 Adopted Budget for FY 2021-22 and will be included in future budget requests.

DISCUSSION:

The Sheriff’s Office maintains a fleet of prisoner transport vehicles, patrol, and non-patrol vehicles to provide a law enforcement presence for the unincorporated areas of the County’s 6,000 square miles.  The Sheriff’s Office requests approval to purchase one prisoner transport vehicle and three non-patrol vehicles.  These vehicles will be utilized to replace aging vehicles within the Sheriff’s Court Services Unit and community services operations.  All vehicles will be up-fitted with the necessary and proper equipment.
