SUBJECT: Agreement with the California Department of Housing and
Community Development
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute the Standard Agreement with the California Department of Housing and Community Development for funds from Round 6 of the Transitional Housing Program and Round 3 of the Housing Navigation and Maintenance Program, effective upon execution by the State, through five years from the effective date, total not to exceed $1,331,235.
REPORT
Approval of the recommended action will allow the Department to receive funding from the California Department of Housing and Community Development (HCD) for programs designed to assist youth, age 18-24 years old, with securing and maintaining housing. There is no Net County Cost associated with the recommended action. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board choose not to approve the recommended action, the Department would forfeit $766,206 in Transitional Housing Program (THP) funds and $565,029 in Housing Navigation and Maintenance Program (HNMP) funds that are current planned for upcoming services. Without these funds, current housing and support programs for young adults would be unable to continue at their current capacity.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. If approved, the Department would receive $766,206 in THP and $565,029 in HNMP funding that must be expended by June 30, 2027. Sufficient appropriations and estimated revenues will be included in the Department’s Org 5610 FY 2025-26 Recommended Budget.
DISCUSSION:
On December 17, 2024, the Board adopted a resolution authorizing the Department to apply for and accept THP Round 6 and HNMP Round 3. The resolution authorized the Chairman to execute all documents necessary to be awarded the allocation. The resolution also authorized the Director of the Department to execute any documents necessary to be awarded the allocation, with the exception of the Standard Agreement.
On October 9, 2024, HCD issued an Allocation Acceptance form to counties under Round 6 of THP, authorized by the Budget Act of 2023 (Chapter 12 of the Statues of 2023) and Chapter 11.7 (commencing with Section 50807) of Part 2 of Division 31 of the Health and Safety Code. THP is to be prioritized to those currently or formerly in the foster care or probationary systems. THP provides funding to identify and assist with housing services to provide housing stability and may also be used to provide engagement and outreach, targeting to those with the most severe needs.
In addition, on October 9, 2024, HCD issued an Allocation Acceptance form to counties, under Round 3 of HNMP, authorized by the Budget Act of 2023 (Chapter 12, Statues of 2023) and Chapter 11.8 (commencing with Section 50811) of Part 2 of Division 31 of the Health and Safety code. HNMP is to be prioritized to young adults currently or formerly in the foster care system. HNMP funding is intended to support Housing Navigator staff to assist young adults to secure and maintain housing including emergency support, to prevent young adults from becoming homeless, and make linkages to key resources in the community. HNMP funding was previously known as the Housing Navigators Program (HNP) and has been updated by HCD to also include housing maintenance as a central activity. The Department submitted completed Allocation Acceptance forms for THP Round 6 and HNMP Round 3 to HCD on November 8, 2024.
The expenditure deadline for the funds is June 30, 2027, but the agreement expires five years from the date that HCD signs it. During this period, HCD requires that records of funding usage be maintained and made available for audit or inspection.
Previous rounds of this funding were used to fund housing and supportive services through the Transitional Housing Program Plus (THP-Plus) and Family Unification Program for Youth (FUP Youth) programs provided through a contract with Aspiranet, Inc. The Department is currently in the process of procuring a vendor to continue providing these services. The Department will bring any resulting agreements to the Board for approval at a later date.
Approval of the recommended action will allow the Department to continue to use THP funds to assist young adults with securing and maintaining housing, improve coordination of services and linkages to key resources. Approval of the recommended action will allow the Department to use HNMP funds to also provide housing case management which includes essential services in emergency supports for foster youth and prevent young adults from becoming homeless.
The Standard Agreement is provided by the State and therefore does not follow the County model contract.
