DATE: October 20, 2026
TO: Board of Supervisors
SUBMITTED BY: Daniel Lynch, Interim Director, General Services Department
Steven E. White, Director, Department of Public Works and Planning
SUBJECT: Grant of Water Main Easement with the City of Clovis
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a Grant of Water Main Easement with the City of Clovis to facilitate the relocation of a portion of an existing water main easement on the County owned property at 200 West Pontiac Way, Clovis, California 93612, for a total monetary consideration of $1,157.
REPORT
There is no additional Net County Cost associated with the recommended action. Approval of the Grant of Water Main Easement (Easement) will abandon the portion of an existing water main easement between the County and the City of Clovis (City) that conflicts with the construction of an aboveground fuel storage tank at 200 West Pontiac Way, Clovis, California 93612 (Pontiac Building 4). The recommended Easement will allow the water main to be rerouted around the County improvement project. This item pertains to a location within District 3.
ALTERNATIVE ACTION(S):
Your Board may decline to approve the recommended Easement; however, this could lead to increased project costs or an inability to complete the aboveground fuel tank project at Pontiac Building 4.
FISCAL IMPACT:
There is no additional Net County Cost associated with the recommended action. There is a summary easement vacation fee of $1,157 made payable to the City. The cost of the vacation fee will be reimbursed from the General Services Department to the Department of Public Works and Planning (PWP). Sufficient appropriations and estimated revenues are included in PWP Capital Projects Org 43601150 FY 2026-27 Adopted Budget.
DISCUSSION:
On November 28, 2023, the Board authorized the execution of a Purchase and Sale Agreement for Pontiac Building 4. The purchase of the property was completed on January 2, 2024, and included an easement deed with the City for public utility purposes running along the south and east borders of the rear lot.
Improvements to the Pontiac Building 4 property include the construction of an aboveground fuel tank (fixed asset Program Number 91882) near the southeast corner of the parcel. The fuel tank will provide another fueling location for staff to access when using County-owned vehicles. The preferred location of the aboveground fuel tank conflicts with the existing water main easement, which was dedicated to the City in October of 2000 (Recorded document: DOC-2000-0129259 dated October 19, 2000). The City requires the County to abandon this portion of the existing easement and grant the City a new easement over another portion of the parcel.
The recommended Easement, running near the southeast portion of the rear lot, is outside the above-ground fuel tank project area, and does not conflict with current or proposed County operations.
