DISCUSSION:
On July 10, 2023, Governor Newsom approved the Budget Act of 2023 under AB-102. This bill appropriated $2,000,000 in State funds to Fresno County for the design and construction of improvements to the communities of Cantua Creek and El Porvenir. The funding from AB-102 will fund this project in El Porvenir and an additional $2,000,000 that was allocated through Federal funding will be used for future road improvements in Cantua Creek.
The work to be done consists, in general, of reconstructing 0.5 miles of road and the installation and construction of ADA compliant curb ramps, sidewalk, curbs, gutters, and improving drainage in the unincorporated community of El Porvenir, also referred to as “Three Rocks,” located approximately 18 miles south of Mendota and 8 miles east of I-5.
The project was advertised on April 29, 2025, and a bid opening was held on May 29, 2025. Six bids were received. The low bid of $1,574,954, from Cal Valley Construction, Inc., was $282,302 or 15.2% lower than the engineer’s estimate of $1,857,256. It is anticipated that construction will commence in August 2025 and will be completed in November 2025.
