SUBJECT:                     Award Contract 25-02-C El Porvenir Community Road Improvements

 

RECOMMENDED ACTION(S):

TITLE

1.                     Adopt plans and specifications for Contract 25-02-C El Porvenir Community Road Improvements; and

2.                     Award to the lowest bidder, Cal Valley Construction, Inc., 5125 N. Gates Avenue #102, Fresno, CA 93722, in the total amount of $1,574,954.

REPORT

Approval of the first recommended action will authorize the adoption of the project’s plans and specifications. Approval of the second recommended item will authorize the award of a California Legislation funded road improvement project. This item pertains to a location in District 1.

 

ALTERNATIVE ACTION(S):

 

If the recommended actions are not approved, the project will be delayed or will not be constructed.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions. This project is funded through the Budget Act of 2023, under Assembly Bill 102 (AB-102), and not to exceed $2,000,000. The anticipated construction cost for the project, based on the low bid and Director’s allowance for a maximum change order limit of $91,247, is $1,666,201. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Org 4510 FY 2025-26 Recommended Budget.

 

DISCUSSION:

 

On July 10, 2023, Governor Newsom approved the Budget Act of 2023 under AB-102. This bill appropriated $2,000,000 in State funds to Fresno County for the design and construction of improvements to the communities of Cantua Creek and El Porvenir. The funding from AB-102 will fund this project in El Porvenir and an additional $2,000,000 that was allocated through Federal funding will be used for future road improvements in Cantua Creek.

 

The work to be done consists, in general, of reconstructing 0.5 miles of road and the installation and construction of ADA compliant curb ramps, sidewalk, curbs, gutters, and improving drainage in the unincorporated community of El Porvenir, also referred to as “Three Rocks,” located approximately 18 miles south of Mendota and 8 miles east of I-5.

 

The project was advertised on April 29, 2025, and a bid opening was held on May 29, 2025. Six bids were received. The low bid of $1,574,954, from Cal Valley Construction, Inc., was $282,302 or 15.2% lower than the engineer’s estimate of $1,857,256. Plans and Specifications were prepared by the Department’s Design Division and are on file with the Department. Department staff have determined that the project is categorically exempt from the provisions of CEQA under Section 15301(c) - Existing Facilities. It is anticipated that construction will commence in August 2025 and will be completed in November 2025.
