SUBJECT: Amendment I to Agreement with the City of Kingsburg (CDBG 22391)
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment I to Agreement No. 23-544 with the City of Kingsburg for the Kingsburg Mariposa Street Reconstruction, Community Development Block Grant Project No. 22391, effective upon execution with no change in term through January 3, 2025, increasing the maximum funds provided by $115,016, due to increased construction costs, to a total Community Development Block Grant funding amount not to exceed $389,909.
REPORT
Approval of the recommended action will provide additional Community Development Block Grant (CDBG) funding for the Kingsburg Mariposa Street Reconstruction (Project). These additional funds are available from the City of Kingsburg’s (City) CDBG allocation included in the County’s 2024-2025 Action Plan, as approved by your Board on June 18, 2024. The total Project cost is now estimated at $389,909. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
Your Board may choose not to approve the recommended amendment, requiring the City to provide local financial contributions to cover project costs that exceed the current $274,893 CDBG funding provided in the Agreement.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The recommended amendment will increase CDBG funding for the Project by $115,016; from $274,893 to $389,909. The additional CDBG funds are included in the Department of Public Works and Planning - Community Development Block Grant Org 7205 FY 2024-25 Proposed Budget. CDBG funds are provided on a reimbursement basis.
DISCUSSION:
On October 10, 2023, the Board approved Agreement No. 23-544 (Agreement) for the Project, then estimated at $274,893. The Agreement provided $274,893 in CDBG funds to the City, on a reimbursement basis, for the rehabilitation of the existing roadway with an asphalt concrete overlay, construction of new curb ramps where ramps are missing and reconstruction of existing curb ramps that do not meet current Americans with Disability Act (ADA) requirements, and replacement of uplifted or broken sidewalks, curbs and gutters. The Project will also include replacement striping. Existing signage, markings, landscaping, curb, gutter, sidewalk and utility infrastructure may be modified or replaced as necessary to accommodate the proposed improvements. The Project location is Mariposa Street, from 6th Avenue Drive to 10th Avenue, within the City of Kingsburg.
The City represents that there has been an increase in construction costs since the Agreement was executed, so Amendment I is before your Board for approval. If approved, Amendment I will increase the total CDBG funds allocated to this Project from $274,893 to $389,909. All remaining provisions of the Agreement will remain in full force and effect.
OTHER REVIEWING AGENCIES:
Amendment I to Agreement No. 23-544 has been reviewed and approved by the City of Kingsburg.
