SUBJECT:                     Workforce Innovation and Opportunity Act - Retroactive Partner Infrastructure Funding Agreement

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute a retroactive Infrastructure Funding Agreement between Fresno Regional Workforce Development Board and County of Fresno Department of Social Services for the provision of workforce development services, effective July 1, 2026 through June 30, 2027, total not to exceed $17,228.

REPORT

There is no additional Net County Cost associated with the recommended action. Approval of the recommended action would allow the Department of Social Services (Department) to continue partnering with the Fresno Regional Workforce Development Board (FRWDB) for operation of the Fresno-based America’s Jobs Centers of California (AJCC) in accordance with the Workforce Innovation and Opportunity Act (WIOA). The AJCC will continue to provide workforce development services to residents of Fresno County. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the County will be out of compliance with WIOA requirements and could lose funding for WIOA activities that benefit job-seeking residents. The recommended Infrastructure Funding Agreement (IFA) is an exhibit of the WIOA Memorandum of Understanding (MOU) approved by the Board on June 24, 2025, and is required to be reviewed, renegotiated, and renewed every year.

 

RETROACTIVE AGREEMENT:

 

The recommended IFA was received from FRWDB on June 3, 2026, and is retroactive to July 1, 2026 and is being brought to your Board in accordance with the agenda item processing timelines.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The maximum amount of the agreement ($17,228) will be offset with State and Federal Social Services funds ($14,947), County match comprised of 2011 Realignment ($1,051), 1991 Realignment ($1,094) and budgeted Net County Cost ($136) for the General Relief share. Sufficient appropriations and estimated revenues are included in Department’s Org 5610 FY 2026-27 Recommended Budget and will be included in future budget requests.

 

DISCUSSION:

 

On June 24, 2025, your Board approved Agreement No. 25-310, a three-year MOU for WIOA services, with the term from July 1, 2025, through June 30, 2028. The WIOA requires that various Federal, State, and local agencies collaborate with the local Workforce Development Board to streamline the provisions of employment services and optimize resources to better serve the community. Additionally, the WIOA requires that each co-located partner must contribute to the shared infrastructure costs associated with operating the AJCC. At the Fresno AJCC, co-located partners, in addition to FRWDB and the Department, include the Employment Development Department, Department of Rehabilitation, Fresno Economic Opportunities Commission-Low-Income Home Energy Assistance Program, and State Center Community College District.

 

The expectations of the FRWDB and its partners are detailed in the MOU, with operational costs addressed through an incorporated IFA. WIOA mandates that MOUs be reviewed and updated every three years, while the IFA is incorporated into the MOU as an Exhibit. Each year, the IFA will be reviewed, updated as needed, and executed as an addendum to the MOU. The MOUs must be executed between the Workforce Development Board and co-located partner’s Chief Local Elected Official. The IFA for FY 2025-26 was approved as part of the MOU on June 24, 2025.

 

The recommended IFA will set the budget for FY 2026-27. The recommended IFA is based on the template approved by the Board on June 24, 2025.
