SUBJECT:                     Agreement with U.S. Department of Housing and Urban Development for the Continuum of Care Fiscal Year 2024 Planning Grant

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute a retroactive Agreement with the U.S. Department of Housing and Urban Development for the Fiscal Year 2024 Continuum of Care Program Planning Grant, effective January 1, 2026 through December 31, 2026, total not to exceed $680,105.

REPORT

There is no additional Net County Cost associated with the recommended action. Approval of the recommended action will allow the County Administrative Office (Department) to accept the Continuum of Care (CoC) FY 2024 planning grant from the U.S. Department of Housing and Urban Development (HUD) to support Collaborative Applicant administrative and oversight functions on behalf of the Fresno Madera Continuum of Care (FMCoC) for an array of services for people experiencing homelessness in Fresno and Madera counties. This item pertains to Fresno and Madera counties.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. Should your Board not approve the recommended action, the Department would be unable to perform the role of Collaborative Applicant on behalf of the FMCoC and critical funding available to the FMCoC to provide homeless services throughout Fresno and Madera counties may be jeopardized.

 

RETROACTIVE AGREEMENT:

 

The recommended agreement was received from HUD on December 15, 2025 and is retroactive to January 1, 2026 to coincide with the beginning of the reimbursement period for the FY 2024 HUD CoC planning grant.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The County received an award notice in the amount of $680,105 for the HUD CoC planning grant to support its role as the Collaborative Applicant. This grant requires a 25% match ($170,027) which will be met through Department staff time dedicated to administration of the Collaborative Applicant program. HUD CoC planning grant funds are available on a reimbursement basis. A Budget Resolution will be brought to your Board at a later date to establish the necessary appropriations and estimated revenues in Org 0128 Collaborative Applicant HUD. Sufficient appropriations and estimated revenues are included in the Department’s Org 0128 FY 2025-26 Adopted Budget and will be included in future budget requests.

 

DISCUSSION:

 

The HUD CoC program is designed to promote communitywide commitment to the goal of ending homelessness by providing funding for efforts by nonprofit service providers and local governments and promoting access to and effective utilization of mainstream programs by individuals and families experiencing homelessness. The Collaborative Applicant is the entity the CoC designates to submit the annual CoC Program Competition application and apply for planning funds on its behalf. Although the FMCoC is required to designate a Collaborative Applicant to submit a CoC Program funding application, it retains the responsibility for the application, including approving it for submission.

 

The HUD CoC program grant award supports a variety of homeless services throughout Fresno and Madera counties, including permanent supportive housing, rapid rehousing, street outreach, supportive services, homeless data management, and services for victims of domestic violence. HUD CoC grant funds are allocated directly to FMCoC member agencies selected through an annual local funding competition overseen by the Collaborative Applicant.

 

On April 22, 2025, your Board adopted a resolution authorizing the County to serve as the Collaborative Applicant on behalf of the FMCoC. On May 8, 2025, the FMCoC designated the County as the Collaborative Applicant effective December 1, 2025. As the Collaborative Applicant, the County will carry out the administrative functions of the FMCoC, including managing the Notice of Funding Opportunity (NOFO) process for HUD CoC program funding and overseeing the annual Point-in-Time (PIT) Count of individuals experiencing homelessness in Fresno and Madera counties.

 

Approval of the recommended action will make $680,105 in HUD CoC planning grant funds available for the Department, through its Office of Housing and Homelessness, to support administrative staff costs associated with serving as the Collaborative Applicant on behalf of the FMCoC. Eligible costs include coordination activities, project evaluation and monitoring, CoC application activities, supporting CoC system level functions, and HUD compliance monitoring. HUD CoC planning grant funds will also be used to support an agreement with Homebase, a technical assistance consultant supporting the 2025 HUD CoC program NOFO process as well as the transition of the Collaborative Applicant role to the County.
