SUBJECT: Salary Resolution Amendments
RECOMMENDED ACTION(S):
TITLE
1. Approve Amendment to the Salary Resolution adjusting the County Veterans’ Services Officer Salary from Band F to Band E for Org 7110, effective February 12, 2018, as reflected on Appendix D.
2. Approve Amendment to the Salary Resolution adding one Accountant I/II position, one Administrative Assistant I/II/III position and deleting two Office Assistant I/II/III positions for the Department of Social Services Org 5610, effective February 12, 2018, as reflected on Appendix D.
3. Approve Amendment to the Salary Resolution placing Social Work Practitioner position in full combination with Social Worker I/II/III for In-Home Supportive Services Public Authority Org 5611, effective February 12, 2018, as reflected on Appendix D.
REPORT
Approval of the recommended actions would align the County Veterans’ Services Officer (CVSO) classification from Senior Management Compensation Plan (SMCP) salary band “F” for Coordinators/Supervisors to band “E” for Program Managers to accurately reflect the classification’s duties, delete two (2) vacant Office Assistant (OA) positions and add one (1) Accountant and one (1) Administrative Assistant position, and allow for full combination of Social Worker Practitioner (SWP) and Social Worker I/II/III (SW) classifications in the In-Home Supportive Services Public Authority (IHSS-PA), with no increase in Net County Cost.
ALTERNATIVE ACTION(S):
If your Board were not to approve the recommended actions, the existing salary band for the CVSO would remain in effect. Failure to approve the addition of an Accountant and Administrative Assistant will result in insufficient staffing to meet current workload demands for social services programs. Failure to approve the full combination of SWP with SW I/II/III positions will result in Departments inability to recruit and follow best practices in staffing.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. The band change for the CVSO position will not result in additional costs as the current salary is within the scope of Band “E”. Sufficient appropriations are available in the FY 2017-18 Adopted Budget Organization 7110.
The additional cost of $16,651, for the deletion of two (2) OA positions and addition of one (1) accountant and one (1) administrative assistant position will be fully offset with the salary saving from the FY 2017-18 Adopted Budget Organization 5610.
Sufficient appropriations are available in the FY 2017-18 Adopted Budget Organization 5611 for the modification of the SWP to allow a full combination of SWP and Social Worker I/II/III.
DISCUSSION:
Approval of the recommended actions will allow the Department to implement necessary staffing changes to meet programmatic and workload requirements for the administration of social services programs.
The first recommended action would align the County Veterans’ Services Officer (CVSO) classification from Senior Management Compensation Plan (SMCP) salary band “F” to band “E” for to accurately reflect the classification’s duties. The Department of Human Resources completed a salary review for the classification Veterans’ Officer and determined that the salary band should be adjusted from Coordinator/Supervisor (Band F) to Program Manager (Band E). The CVSO reports to a Deputy Director of Social Services and is responsible for administering the Veterans’ Services Office which advises and assists veterans and their dependents regarding rights and benefits provided under federal, state, and local laws, acts as a liaison with veterans’ groups and administers the Veterans Liberty Cemetery.
The second recommended action will provide for the deletion of two (2) vacant Office Assistant positions and the addition of one (1) Accountant and one (1) Administrative Assistant position to meet workload demands. Due to programmatic changes and new legislation including the statewide implementation of the Continuum of Care Reform (CCR), additional tracking and monitoring of expenditures and revenues is required. The position will be responsible for submittal of monthly assistance claims to the State for reimbursement, submittal of state mandated foster care reporting, tracking for six new funding allocations, two new grants, and additional tracking required for 1991 realignment account changes after implementation of the new In-Home Supportive Services (IHSS) Maintenance of Effort (MOE).
The action will also add an Administrative Assistant position to provide secretarial support to the Principal Analyst position approved by your Board on October 18, 2016.
The third recommended action will modify the SWP position for the IHSS-PA to allow for the SWP position to be in full combination with Social Worker I/II/III, allowing the Department full flexibility to hire social work staff and/or Master’s Level social work staff based on states mandates and programmatic need.
