SUBJECT:                     Salary Resolution Amendment for County Clerk-Elections

 

RECOMMENDED ACTION(S):

TITLE

Approve Amendment to the Salary Resolution adding one Information Technology Analyst I/II/III/IV and deleting one Office Assistant I/II/III position to the County Clerk-Elections Org 2850, effective January 29, 2018 as reflected on Appendix E.

 

REPORT

Approval of the recommended action will ensure the County Clerk-Elections Department has sufficient technical staffing to provide effective support for the four proprietary operating systems unique to the Department, and increase the capacity of the Information Technology unit to include dedicated support of vote-by-mail processing activities during each election cycle. The recommended Amendment to the Salary Resolution will add one (1) Information Technology Analyst position and delete one (1) Office Assistant position, resulting in no change in the 32 total positions allocated to the Department.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, the Department will not have sufficient staffing in the proper classifications to adequately address and support the unique systems and elections-related activities associated with a major election cycle.

 

FISCAL IMPACT:

 

There is no increase in FY 2017-18 Net County Cost associated with the recommended action. The total increased cost for the remainder of FY 2017-18 is approximately $6,258 and is included in the County Clerk - Elections Org 2850 FY 2017-18 Adopted Budget. Full year costs associated with the position will be included in future budget submittals.

 

DISCUSSION:

 

The Information Technology unit for County Clerk-Elections is currently comprised of three (3) Information Technology Analyst and one (1) Program Technician positions under the supervision of the Systems and Procedures Manager. The current incumbent of the Program Technician position has over 20 years of experience and will retire from County service in March 2018.

 

The complexity and volume of technical support required to conduct elections and ensure timely compliance with security and operational needs of the Department has increased beyond the scope of the Program Technician classification. The County Clerk, in consultation with the Department of Human Resources, seeks to add one (1) Information Technology Analyst position to the Information Technology unit, effective January 29, 2018. One (1) vacant Office Assistant position will be deleted, with no net change in the total of 32 positions allocated to the Department.

 

Approval of the recommended action will enable the Department to fulfill increased technical support needs related to vote-by-mail processing. This position will support the new Signature Capture and Verification system purchased in 2017 and any accessible vote-by-mail ballot delivery application under consideration for future elections.
