SUBJECT: Agreement with Kings View Behavioral Health
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with Kings View Behavioral Health, for implementation and operation of a Peer Wellness Center, effective July 1, 2021, not to exceed five consecutive years which includes a three-year base contract with two optional one-year extensions, total not to exceed $6,000,000.
REPORT
Approval of the recommended action will authorize Kings View Behavioral Health (Kings View) to provide prevention, recovery and wellness services through a Peer Wellness Center. Services will be peer driven, serve adults to achieve employment and life skills to become self-sufficient funded with Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI), with no Net County Cost. This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action. Should your Board not approve the recommended action, peer wellness services for individuals and their family members/support persons will be discontinued at the Blue Sky Wellness Center.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Costs for services provided under the recommended agreement will be financed with MHSA PEI ($6,000,000). Sufficient appropriations and estimated revenues will be included in the Department of Behavioral Health’s Org 5630 FY 2021-22 Recommended Budget and included in future budget requests to cover the total anticipated cost of the contract term.
DISCUSSION:
On March 31, 2021, the Department with assistance from the Internal Services Department - Purchasing Division (ISD-Purchasing), issued Request for Proposals (RFP) No. 21-035 to operate a Peer Wellness Center. The RFP closed on April 6,2021 and Kings View was the sole respondent.
The RFP evaluation panel consisting of a Department Fiscal Analyst, Staff Analyst, Epidemiologist, and Principal Staff Analyst, reviewed Kings View response on April 23, 2021 and recommended award to Kings View. Recommendation was based on the following: experience providing services to the community, detailed information regarding prevention, recovery and wellness services, diverse staffing structure, a strong community connection and collaboration, and a strong proposal in response to the RFP.
The recommended Peer Wellness Center agreement will be fully funded by MHSA PEI funds and is designated as a prevention program. Services will be peer driven and target the underserved and unserved mentally ill adults. Services include:

• Support Groups
• Recreational and socialization activities
• Life Skills
• Education Support
• Employment and Vocational Services
• Family Support Services
• Outreach and education
• Other Support Services
OTHER REVIEWING AGENCIES:
Behavioral Health Board was informed of the recommended agreement during the June meeting.
