RECOMMENDED ACTION(S):

TITLE

Adopt plans and specifications for Contract 22-S-01, Elkhorn Correctional Facility Site Demolition and Debris Removal and award the demolition and debris removal contract to the lowest responsible bidder, MAG Engineering, Inc., 1903 N. Temperance Avenue, Fresno, CA 93727, in the total amount of $237,716.00.

REPORT

Approval of the recommended action will adopt the demolition plans and specifications and authorize the award of a County funded Capital project.  This item pertains to a location in District 4.   

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the project will be delayed.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The anticipated contract construction cost based on the low bid, and including the Director’s allowance for change orders of $23,772, is $261,488.  Sufficient funds to cover the cost of construction are included in the Public Works and Planning Capital Projects Org 8869 FY 2022-23 Adopted Budget.

 

DISCUSSION:

 

The proposed demolition of certain abandoned structures is necessary to address continued vandalization of the site and minimize the potential for personal injury and health and safety concerns.  The County owned 313 acres located at 500 E. Elkhorn Avenue, Caruthers, on the northeast corner of Elkhorn Avenue and Highway 41 is also proposed for future projects including a training facility for law enforcement, the closure of an abandoned wastewater treatment plant, and the design and construction of a 60-acre groundwater recharge facility.

 

The work to be done consists, in general, of the demolition of wood-framed structures with metal or fiberglass exterior walls and roofs, concreted foundation and slabs, light poles; removal of chain link fencing, tube steel guard rails; sewer lift station; removal and disposal of trash and debris; spreading and scarifying soils, removing/scarifying soil/cement liners from existing treatment ponds, destruction of 2 wells, and backfilling to grade level with native soil.

 

The Department received six bids for this project on April 27, 2023.  The low bid of $237,716.00 was $204,284 or 46.2 percent below the engineer’s estimate of $442,000.  As the bid opening concluded, the Zoom session ended and immediately following an additional envelope, the fifth lowest bid, from Katch Environmental, was noticed within the stack of paperwork which had been received prior to the deadline.  Planholders were informed and invited to rejoin the bid opening, and the Zoom session resumed where the final bid was opened.

Plans and specification were prepared by the Department’s Capital Projects Division.  It is anticipated that demolition will begin in July 2023 and will be completed in October 2023.
