SUBJECT:                     Amendment I to Agreement No. 17-390 with Habitat for Humanity Fresno, Inc. for the Habitat Riverdale Development Project in the community of Riverdale

 

RECOMMENDED ACTION:

TITLE

Approve and authorize Chairman to execute Amendment I of Agreement No. 17-390 with Habitat for Humanity Fresno, Inc. for the Habitat Riverdale Development Project in the community of Riverdale ($394,562.40).

REPORT

The recommended action provides additional Federal HOME Investment Partnerships (HOME) funds in the amount of $4,562.40 for the Habitat Riverdale Development Project, originally approved by the Board on July 11, 2017, for a total of $394,562.40 of HOME funds for this project.  The additional $4,562.40 is available from the County’s Community Housing Development Organization (CHDO) HOME set-aside funds and is needed due to an unanticipated increase in construction costs.  This item pertains to a location in District 4.

 

ALTERNATIVE ACTION:

 

If this amendment is not approved, the County will not be able to utilize the $4,562.40 in CHDO funds, as currently there are no other pending CHDO eligible projects.

 

FISCAL IMPACT:

 

There is no Net County Cost.  Amendment I will increase the total HOME funding available for the Habitat Riverdale Development Project to $394,562.40.  The County is mandated to use a minimum of 15% of HOME funds allocated for affordable housing development projects carried out by designated CHDOs.  Approval of Amendment I will result in the County satisfying this requirement.  County HOME funds of $394,562.40 are included in the Public Works and Planning - Grants Adopted Budget for FY 2017-18, Org 5512-2008.

 

DISCUSSION:

 

On July 11, 2017, as Item 66, the Board approved the Habitat Riverdale Development Project Agreement in the amount of $390,000.  The Agreement provided HOME CHDO set-aside funds to Habitat for Humanity Fresno, Inc. to assist with the development of two single-family residences in the unincorporated community of Riverdale.  The Habitat Riverdale Development Project, located along Wilda, Pendleton, and Earl Streets, east of Troutdale Lane and north of Stathem Street, will provide affordable housing for first-time homebuyer households earning no more than 80% of the area median income for Fresno County.  Construction must meet all applicable local codes and property standards as identified in 24 CFR § 92.25 for HOME assisted new construction.

 

Amendment I increases the total HOME funds for this project from $390,000 to $394,562.40.  The increase is necessary to offset increased construction costs, and to satisfy the County’s HOME CHDO set-aside requirement.  The additional HOME CHDO set-aside funds are available in the Public Works and Planning FY 2017-18 budget.  All remaining provisions of the Agreement dated July 11, 2017 will remain in full force and effect.
