SUBJECT:                     Approval of National Association of Counties Voting Delegate

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman or his designee to complete the designation of Supervisor Magsig as the County’s voting delegate for the 2026 National Association of Counties’ Annual Business Meeting.

REPORT

There is no increase in Net County Cost associated with the recommended action, which will approve the designation of Supervisor Magsig as the County of Fresno’s voting delegate at the National Association of Counties’ (NACo) Annual Business Meeting in July 2026. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. If the recommended action is not approved, the County of Fresno will not be able to participate in NACo’s Annual Business Meeting annual election of officers and policy adoption.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The NACo calendar year (CY) 2026 dues of $20,173 were paid in October of 2025.  Dues for CY 2027 will be included in the FY 2026-27 Recommended Budget for Interest and Miscellaneous Expenditures Org 2540, which will be presented to your Board in September 2026.

 

DISCUSSION:

 

On May 16, 2017, your Board approved continued membership in NACo, and membership dues have been paid annually. NACo is the leading voice for all counties nationwide and ensures that California county priorities are at the top of the national agenda, including federal funding for local transportation, Secure Rural Schools, Payment in Lieu of Taxes (PILT), State Criminal Alien Assistance Program (SCAAP), and other issues impacting the County of Fresno (County). On June 24, 2025, your Board approved and authorized Supervisor Magsig’s designation as the County’s voting delegate at NACo’s Annual Business Meeting in 2025.

 

Supervisor Magsig has registered to attend NACo’s Annual Business Meeting in July 2026. In order for Supervisor Magsig to be able to vote at the conference (on the County’s behalf), designation must be submitted to NACo at the earliest convenience, to meet submission deadlines. Approval and submission of this designation is a requirement, and Supervisor Magsig must be designated by the Board of Supervisors to be the County’s delegate. The designation will be completed with your Board’s approval of this agenda item.

 

Membership services through NACo include legislative representation, technical assistance, federal grant information, awards for innovation, conferences and meetings, deferred compensation program, World Wide Web and network services, and financial services.
