SUBJECT: Approve Fourth Amendment to Agreement with The Regents of the University of California, San Francisco
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Fourth Amendment to Agreement with The Regents of the University of California, San Francisco to revise the scope of work for communicable disease services, extending the term of the existing Agreement by twenty-four months from May 31, 2024 to May 31, 2026 and increasing the maximum compensation by $2,246,000 to a total of $13,805,047.
REPORT
There is no additional Net County Cost associated with the recommended action, which will continue the provision of COVID-19 vaccination, testing, and therapy, and the provision to screen, vaccinate, and treat other communicable diseases. The recommended action will also add additional compensation to The Regents of the University of California, San Francisco (UCSF) Agreement to accommodate the provision of existing services for an additional two years through May 31, 2026. This item is countywide.
ALTERNATIVE ACTION(S):
There are no viable alternative actions. Should your Board choose not to approve the recommended action, services provided under the agreement will end on May 31, 2024, resulting in the loss of critical response efforts that provide services for COVID-19 and other communicable diseases to the vulnerable population in the community.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The agreement will continue to be funded by the COVID-19 Epidemiology and Laboratory Capacity (ELC) funding, Immunization Local Assistance funding, and any other funding made available through legislative action for COVID-19 response efforts. The recommended action will increase the Agreement compensation for a maximum payable of $13,805,047, which represents a $2,246,000 increase. Sufficient appropriations and estimated revenues are included in the Department’s Org 5620 FY 2023-24 Adopted Budget and will be included in future budget requests for the duration of the contract.
DISCUSSION:
On December 14, 2021, your Board ratified Agreement No. D-21-130 and First Amendment No. D-21-130-1 with UCSF to serve as an on-call COVID-19 vaccine administration team, added the provision of flu vaccine administration, Monoclonal Antibody Therapy (MAB), and COVID-19 testing services, and increased the maximum compensation to accommodate the provision of new and existing services through April 14, 2022. The Department and UCSF executed the two (2) optional 6-month extensions, extending the agreement through April 14, 2023.
On August 23, 2022, your Board approved Second Amendment No. A-22-378 to add the provision to screen, vaccinate, and treat other communicable diseases and increased the maximum compensation to accommodate the provision of new and existing services through April 14, 2023.
On April 11, 2023, your Board approved Third Amendment No. A-23-177 to revise the scope of work for COVID-19 and other communicable disease services, extend the term of the existing agreement from April 15, 2023 to May 31, 2024 and increase the maximum compensation for services through May 31, 2024.
UCSF has the flexibility to provide mobile clinics to the County’s vulnerable population in the rural and metropolitan areas. As COVID-19 cases and other communicable diseases continue to impact our community, it is critical to continue these services and make them available to Fresno County residents. UCSF has continued to provide clinic services 5-days a week and since April 14, 2021, has administered more than 82,000 doses of COVID-19 vaccines, including 3,058 doses to ages 5-11 years old. UCSF has also conducted over 95,000 Polymerase Chain Reaction (PCR) tests, administered 3,413 flu vaccine doses, and provided over 500 courses of MAB.
Approval of the recommended action will allow UCSF to continue the provision of COVID-19 vaccination, testing, and therapy, and the provision to screen, vaccinate, and treat other communicable diseases through May 31, 2026. Approval of the recommended action will also add additional compensation to continue existing services through May 31, 2026. The County and UCSF will continue to work together to assure the maximization of resources and meeting expected goals.
