SUBJECT: Request by the City of Reedley to Obtain Right-of-Way in the Unincorporated Area of Fresno County
RECOMMENDED ACTION(S):
TITLE
Approve request by the City of Reedley to acquire right-of-way, excluding eminent domain condemnation actions, in an identified unincorporated area of the County in conjunction with the City’s Safe Routes to School grant providing sidewalk, curb ramps, driveway approaches, curb and gutter along East Parlier Avenue, and storm drain, sidewalk, driveway approaches, curb and gutter along South Columbia Avenue.
REPORT
Approval of the recommended action will authorize the City of Reedley to acquire right-of-way (ROW) from parcels adjacent to existing County ROW in an identified unincorporated area along East Parlier and South Columbia Avenues (Attachment A). This item pertains to a location within District 4.
ALTERNATIVE ACTION(S):
If your Board does not approve the action, the City of Reedley will be unable to acquire the ROW and construct the proposed improvements along East Parlier and South Columbia Avenues.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The City of Reedley will acquire the road ROW and will construct the improvements with no fiscal impacts to the County.
DISCUSSION:
The City of Reedley contacted the Department of Public Works and Planning by letter dated November 17, 2025 (Attachment B), formally requesting additional ROW from within the County’s jurisdiction as part of a Safe Routes to School grant project (Project). The Project will provide sidewalk, curb ramps, driveway approaches, curb and gutter along East Parlier Avenue, and storm drain, sidewalk, driveway approaches, curb and gutter along South Columbia Avenue.
On December 9, 2025, your Board approved Amendment I to Master Dual Jurisdiction Cooperative Agreement No. 20-028 with City of Reedley for construction projects, repairs, and/ or improvements to certain types of maintenance of public roads and associated facilities for which the City of Reedley and the County share responsibility.
Project Engineering, ROW Engineering, ROW Acquisition, and Construction Engineering will be performed by the City of Reedley as part of the City’s Safe Routes to School grant project. The City of Reedley currently maintains the existing County ROW within this County area. Upon completion of the Project, the City of Reedley will pursue a quit claim deed from the County for the existing ROW, including any prescriptive rights, within the project boundary for maintenance purposes.
