RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment I to Agreement with Community Health Improvement Partners, to correct and revise language within the compensation and modification sections, effective upon execution with no change to the term of July 1, 2023, through June 30, 2025, or compensation maximum of $800,000.
REPORT

There is no Net County Cost associated with the recommended action, which will approve an amendment to the agreement with Community Health Improvement Partners revising agreement language in the agreement No. 23-300. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There are no viable alternative actions. If the recommended action is not approved, the incorrect maximum compensation of $1,050,000 listed within the agreement would not be corrected to $800,000.  Additionally, the Department’s request to add modification language to the agreement would result in any budget line-item modification of 10% or less to be brought before your Board for approval. 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The maximum compensation of $800,000 ($400,000 per fiscal year) is funded with Mental Health Services Act (MHSA) for the two-year term of the agreement. Sufficient appropriations and estimated revenues are included in the Department’s Org 5630 FY 2023-24 Adopted Budget and will be included in future budget requests for the duration of the agreement term. 

 

DISCUSSION:

 

On September 25, 2018, the Board approved an agreement with Community Health Improvement Partners (CHIP) to develop and implement an Independent Living Association (ILA) program for Fresno County. The ILA is a quality improvement program designed to expand the number of high-quality independent living homes (room and boards) for individuals in need of housing who are seeking services of the Department. The ILA program was developed through the Department’s community planning stakeholder process and is included in the MHSA Annual Update.

 

On June 20, 2023, the Broad approved an agreement No. 23-300 with CHIP to extend the agreement for two additional years to continue the development and implementation of the ILA program for Fresno County.

 

Approval of the recommended action will amend the CHIP agreement to revise language in the maximum compensation and modification sections. Currently, the maximum compensation section contains an incorrect dollar amount of $1,050,000 and will be corrected to $800,000. The modification section is missing language that allows a 10% modification to line items and expense category subtotals, as set forth in Revised Exhibit F and any such modification will not change the total maximum compensation of this agreement. The Revised Exhibit F includes a new Administrative Assistant position, salary increases, welcome kits for member homes, and other various changes which reflect the last approved budget modification from FY 2022-23.
