SUBJECT:                     Standard Agreement with the California Department of Housing and Community Development for Transitional Housing Program Round 7 and Housing Navigation and Maintenance Program Round 4 Funding

 

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute the Standard Agreement with the California Department of Housing and Community Development for funds from Round 7 of the Transitional Housing Program and Round 4 of the Housing Navigation and Maintenance Program, effective upon execution by the State, through five years from the effective date, total not to exceed $1,491,333.

REPORT

Approval of the recommended action will allow the Department to receive funding from the California Department of Housing and Community Development (HCD) for programs designed to assist youth, aged 18-24 years old, with securing and maintaining housing. There is no Net County Cost associated with the recommended action. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board choose not to approve the recommended action, current services would not be immediately impacted and the existing contract would continue through the end of its current term. However, the Department would forfeit $945,909 of Transitional Housing Program (THP) funds and $545,424 of Housing Navigation and Maintenance Program (HNMP) funds that support current youth housing services. As a result, once existing funding is exhausted, the Department would have reduced capacity to continue supporting youth housing services.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. If approved, the Department would receive $945,909 of THP and $545,424 of HNMP funding that must be expended by June 30, 2028. Sufficient appropriations and estimated revenues are included in the Department’s Org 5610 FY 2025-26 Adopted Budget and will be included in the subsequent budget requests.

 

DISCUSSION:

 

On November 4, 2025, your Board adopted a resolution authorizing the Department to apply for and accept THP Round 7 and HNMP Round 4. The resolution authorized the Chairman to execute all documents necessary to be awarded the allocation. The resolution also authorized the Director of the Department to execute any documents necessary to be awarded the allocation, with the exception of the Standard Agreement.

 

On August 19, 2025, HCD issued an Allocation Acceptance form to counties under Round 7 of THP, authorized by item 2240-102-0001 of Section 2.00 of the Budget Act of 2025 (Chapter 4 of the Statutes of 2025) and Chapter 11.7, commencing with Health and Safety Code (HSC) Section 50807, of Part 2 of Division 31 of the HSC. THP provides funding to identify and assist with housing services to provide housing stability and may also be used to provide engagement and outreach, targeting those with the most severe needs.

 

In addition, on August 19, 2025, HCD issued an Allocation Acceptance form to counties under Round 4 of HNMP, authorized by item 1140-103-0001 of Section 2.00 of the Budget Act of 2025 (Chapter 4 of the Statutes of 2025) and Chapter 11.8 (commencing with HSC 50811) of Part 2 of Division 31 of the HSC. HNMP is to be prioritized to young adults currently or formerly in the foster care system. HNMP funding is intended to support Housing Navigator staff to assist young adults to secure and maintain housing including emergency support, to prevent young adults from becoming homeless, and make linkages to key resources in the community. The Department submitted completed Allocation Acceptance forms for THP Round 7 and HNMP Round 4 to HCD on September 17, 2025.

 

The expenditure deadline for these funds is June 30, 2028, but the agreement expires five years from the date that HCD signs it. During this period, HCD requires that records of funding usage be maintained and made available for audit or inspection.

 

Previous rounds of this funding were used to support housing and supportive services through the Transitional Housing Program-Plus (THP-Plus), Family Unification Program for Youth/Foster Youth to Independence (FUP Youth/FYI), and Family Unification Program for Families through contracts with Aspiranet, Inc. The agreement (A-19-599) with Aspiranet was authorized by the Board on November 19, 2019 for the term of January 1, 2020 through December 31, 2023. A subsequent Purchasing Agreement (P-24-065) was executed for the period of January 1, 2024 through February 29, 2024. Thereafter, Agreement No. A-24-089 was authorized by the Board on February 20, 2024 for the term of March 1, 2024 through December 31, 2024, and was later amended (A-24-709) on December 17, 2024 to extend the term through September 30, 2025.

 

The Department issued a Request for Proposal (RFP #25-064) on February 25, 2025 for these services. As a result, Valley Teen Ranch was selected to continue providing the housing and supportive services. Agreement No. A-25-432 with Valley Teen Ranch was authorized by your Board on August 19, 2025.

 

Approval of the recommended action will allow the Department to continue to use THP funds to assist young adults with securing and maintaining housing, improve coordination of services and linkages to key resources. Approval of the recommended action will allow the Department to use HNMP funds to also provide housing case management which includes essential services in emergency supports for foster youth and prevent young adults from becoming homeless.

 

The standard agreement is provided by the State and therefore does not follow the County model contract.
