SUBJECT: Amendment I to TP Superseding Agreement No. 24-305
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment I to Agreement No. 24-305 with Turning Point of Central California for Permanent Supportive Housing Services, effective October 8, 2024, with no change to the term of July 1, 2024, through June 30, 2029, and no change to maximum compensation ($375,000).
REPORT
There is no additional Net County Cost associated with the recommended action, which will allow the Department of Behavioral Health (Department) to revise the scope of work language to update the permanent supportive housing (PSH) service location for Family Villa. This item is countywide.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the Department will not be able to update the PSH service location, and this will impact the Department’s housing options for individuals and their families who are experiencing homelessness.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Annual compensation is funded with Realignment through FY 2028-29. The total maximum compensation is $375,000. Sufficient appropriations and estimated revenues are included in the Department’s Org 5630 FY 2024-25 Adopted Budget and will be included in future budget requests for the duration of the Agreement term.
DISCUSSION:
On June 18, 2024, your Board approved a Superseding Agreement for Permanent Supportive Housing Services, effective July 1, 2024, through June 30, 2029, includes two optional one-year extensions, total maximum compensation $375,000.
On June 21, 2020, your Board approved a retroactive Master Agreement (20-032) with various contractors for PSH Services, effective January 1, 2020, not to exceed four and a half consecutive years, which includes a two-and-half-year base contract with two optional one-year extensions, total not to exceed $675,000.
Approval of the recommended action will allow the Department to revise the scope of work to update the PSH service location for Family Villa. Turning Point of Central California (TP) lost their lease for the previous location and were forced to move. However, this move is beneficial to both TP and the County, as the new service site is fully renovated and the program residents will be the first to live in the updated units.
PSH is an intervention that combines affordable housing assistance with support services to address the needs of chronically homeless individuals. The services are designed to build independent living skills while connecting those served with community-based services tailored to individualized needs. PSH services are not time limited. The program offers 24 priority units to individuals and their families currently connected or previously connected to the Department. TP provides these PSH services between two service sites, Family Villa, and Falcon Court. In addition, the Department provide a portion of the overall costs of the PSH program as match funds for the Federal Housing and Urban Development (HUD) Continuum of Care grants, to help clients access services. PSH services are available to individuals and their families that meet the HUD definition of homelessness and who have a mental health and/or substance use disorder need.
