SUBJECT:                     Countywide Oversight Board for Redevelopment Successor Agencies

 

RECOMMENDED ACTION(S):

TITLE

Appoint a member of the Board of Supervisors to serve on the Countywide Oversight Board for Redevelopment Successor Agencies for an indefinite period.

REPORT

This item is countywide.

 

ALTERNATIVE ACTION(S):

 

The appointment is at the discretion of the Board. However, the appointment is required by Health and Safety Code Section 34179, subdivision (j).

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. Pursuant to Health and Safety Code Section 34179, subdivision (c), the Countywide Oversight Board members shall serve without compensation or reimbursement for expenses.

 

DISCUSSION:

 

The oversight boards of the successor agencies to the former redevelopment agencies in Fresno County were dissolved on July 1, 2018. They were replaced by a single Countywide Oversight Board. One member of the Countywide Oversight Board may be appointed by the County Board of Supervisors.

 

On April 17, 2018, your Board appointed Supervisor Brian Pacheco to serve on the Countywide Oversight Board. Since then, Supervisor Pacheco has been an active member of the Countywide Oversight Board.

 

On December 23, 2024, the staff of the Countywide Oversight Board, served by the Auditor-Controller/Treasurer-Tax Collector, received written notice from Supervisor Brian Pacheco of his resignation from the Countywide Oversight Board.

 

Pursuant to Countywide Oversight Board Bylaw Sections 7 and 8, attached herein, any Countywide Oversight Board member may resign at any time by giving written notice to the Clerk of the Board, served by the Auditor-Controller/Treasurer-Tax Collector, and to the Countywide Oversight Board Chairperson. Any such resignation will take effect upon receipt or on the date specified in the notice. The acceptance of such resignation shall not be necessary to make it effective. In the event of a vacancy, the appointing entity may select a member to fill the vacancy as soon as reasonably practicable.

 

Pursuant to Health and Safety Code Section 34179, subdivision (j), your Board, one of the appointing entities, has the authority to appoint a member to serve on the Countywide Oversight Board. The appointee may be a Board member, or another person selected by your Board.
