SUBJECT: Second Amendment to Agreement with Siemens Industry, Inc. to provide security maintenance services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute second Amendment to Agreement A-13-738 with Siemens Industry, Inc., effective March 6, 2018 with no change in the term to December 31, 2018, to increase the annual maximum by $196,000 to $246,000 for calendar year 2018 (January 1, 2018 through December 31, 2018), for additional services within the Sheriff-Coroner Office’s Jail Detention Facilities, increasing the agreement maximum for additional services to $546,000.
REPORT
There is no additional Net County Cost associated with the recommended action. The current agreement (A-13-738) allows the County to request additional fire and life safety, security, Master Antenna Television and pneumatic systems maintenance and repair at various jail facilities up to $50,000 per calendar year. Approval of the recommended increase to $246,000 will allow the Sheriff-Coroner’s Office to upgrade existing security systems at various jail facilities during calendar year 2018. This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action. If the recommended action is not approved the existing security systems at the various jail facilities will not be upgraded to enhance the safety and security of officers, inmates and civilians.
FISCAL IMPACT:
There is no additional Net County Cost associated with the recommended action. The current annual maximum for additional services is $50,000; the requested increase of $196,000 to a total of $246,000 will be absorbed within the Sheriff-Coroner’s 3111 FY 2017-18 adopted budget.
DISCUSSION:
On December 10, 2013, your Board approved an agreement with Siemens Industry, Inc. for security maintenance services within the Jail Detention Facilities. The security systems are highly technical and complex electronic integrated systems of cameras, video monitors, intercoms, phones, electronic door controls, elevator controls, and metal detectors. It also includes fire/life safety equipment such as heat sensors, fire alarms, smoke purge fans and fire sprinkler monitors. The agreement with Siemens Industry, Inc. is set to expire on December 31, 2018.
The agreement also provides for additional services (i.e., parts replacement for cameras/ monitors upgrading cameras when needed, replacement and repair of intercoms and after hour calls) that are not enumerated in the agreement and those additional services are limited to $50,000 per year.
On December 6, 2016, your Board approved the first Amendment to Agreement #13-738 to increase the current annual maximum for additional services by $100,000 to $150,000 for calendar year 2017 to provide security maintenance services (upgrade security camera system at the North Annex Jail 2nd floor, Main Jail Lobby, North Jail Lobby and South Annex Jail Lobby).
Approval of the recommended action amends the agreement to increase the additional services amount from an annual maximum of $50,000 to $246,000 for calendar year 2018 in order to upgrade the existing security and intercom system(s). Below are the estimated additional services costs for 2018:
