SUBJECT: First Amendment to Agreement with American Alarm Co., Inc.
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute First Amendment to the Agreement with American Alarm Co., Inc., for additional upgrades to security control equipment workstations at the Juvenile Justice Campus and increasing the maximum compensation by $750,000 to a total of $1,750,000, with no change to the potential five-year term of August 9, 2022, through August 8, 2027, which include a one-year term with four optional one-year extensions.
REPORT
There is no additional Net County Cost associated with the recommended action which will amend agreement No.22-345 (Agreement) to allow the Internal Services Department - Facility Services Division (ISD-Facilities), in consultation with the Probation Department (Probation), to work with American Alarm Co., Inc. (American Alarm) to upgrade the security control equipment workstations at the Juvenile Justice Campus (JJC). This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommend actions, ISD-Facilities will not have sufficient funds to fully upgrade antiquated equipment, which will impact the daily operations of the JCC.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The recommended amendment will increase the maximum compensation by $750,000, from $1,000,000 to $1,750,000. Sufficient appropriations and estimated revenues are included in Probation’s Org 3440 FY 2023-24 Recommended Budget, and will be included in subsequent budget requests for the duration of the Agreement.
DISCUSSION:
The JJC was established at 3333 E. American Ave, Fresno, California approximately 16 years ago. When established, American Alarm installed the security control hardware, software, and programming.
On August 9, 2022, your Board approved the Agreement to upgrade the current security control hardware, software, and programming. This project includes the removal of outdated technology, installation of new hardware, and reprogramming approximately 48,000 control points.
Following the execution of the Agreement and upon near completion of the upgrade project, the County and the American Alarm recognized that the existing security control equipment, located in the Central Control, Detention Unit Housing, and Commitment Housing areas are too antiquated and as such they are unable to support the updated software.
Approval of the recommended action will allow for additional upgrade of antiquated equipment and workstations, increase the maximum compensation by $750,000, from $1,000,000 to $1,750,000, with no other changes to the terms of the agreement. A total of $592,000 has already been paid to American Alarm for upgrades completed. It is estimated that the original project is 76% complete.
