SUBJECT: License Agreement with City of Firebaugh
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a License Agreement with the City of Firebaugh to allow for the County to install, maintain, and operate communications equipment on a communications tower located at 1325 O. Street, Firebaugh, CA, effective August 1, 2023, not to exceed 99 consecutive years, which include an initial term of 11 years and eight additional 11-year extensions ($0).
REPORT
There is no additional Net County Cost associated with the recommended action, which will approve the License Agreement (Agreement) with the City of Firebaugh (City) and will allow the Internal Services Department - Information Technology division (ISD - IT) to install and operate communications equipment on the City’s communication tower. This item pertains to a location in District 1.
ALTERNATIVE ACTION(S):
Should your Board choose to not approve the recommended action, the County would experience delays in providing regional emergency dispatch services in the region.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. This is a zero-dollar agreement. Approval of the recommend action will allow the County to install and operate communications equipment at the licensed location, at no cost for the entire term of the Agreement.
DISCUSSION:
The City owns a communications tower and equipment shed located at 1352 O. Street, Firebaugh, CA 93622. ISD - IT desires to install, maintain, and operate communications equipment on the City’s communications tower and in the respective equipment shed.
The recommended Agreement will allow the County to install communications equipment on the City’s tower and in the equipment shed at no cost and will expand and improve the County’s regional emergency response network and radio communications in the Firebaugh area. The enhancement of interagency voice and data communications and emergency dispatch for regional safety services in Firebaugh provides a public benefit, as those enhancements result in a faster response to emergency situations. The City and County each shall be responsible for maintaining their own equipment.
Approval of the recommended action will execute the Agreement between the City and County, effective August 1, 2023 for a potential 99-year term, which include an 11-year initial term, and eight additional 11-year extensions, at no cost to the County, and will allow ISD-IT to install, maintain, and operate equipment on the City’s communication tower and in the attached equipment shed. The recommended agreement is for a potential term of 99 years, which aligns with ISD-IT’s long-term plans to provide and maintain continuous, stable interagency communications in the region, and can be terminated by the County with 30-days advanced written notice.
