SUBJECT:                     Amendments to Agreements with Community-Based Organizations for Community Development Block Grants Funded Social Services Programs

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute Amendment No. 1 to Agreement with Boys and Girls Clubs of Fresno County for Community Development Block Grant funded social services activities, extending the term by 12 months from September 1, 2024 to August 31, 2025 and increasing the maximum compensation by $42,842 to a total of $171,368;

2.                     Approve and authorize the Chairman to execute Amendment No. 1 to Agreement with Marjaree Mason Center, Inc. for Community Development Block Grant funded social services activities, extending the term by 12 months from September 1, 2024 to August 31, 2025 and increasing the maximum compensation by $42,842 to a total of $171,368; and

3.                     Approve and authorize the Chairman to execute Amendment No. 1 to Agreement with Westside Youth, Inc. for Community Development Block Grant funded social services activities, extending the term by 12 months from September 1, 2024 to August 31, 2025 and increasing the maximum compensation by $42,842 to a total of $171,368.

REPORT

There is no increase in Net County Cost associated with the recommended actions. Approval of the recommended actions will allow the Department of Social Services to extend the term of the agreements by 12 months to continue Community Development Block Grants (CDBG) funded social service programs for low to moderate-income persons residing in unincorporated areas and eligible CDBG partner cities of Fresno County (Fowler, Kerman, Kingsburg, Mendota, Orange Cove, Reedley, Sanger, and Selma). This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, the agreements will expire on August 31, 2024, and the current CDBG-funded social service programs may reduce their services for low to moderate-income persons residing in unincorporated areas and eligible CDBG partner cities of Fresno County.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The Program Year 2024-2025 maximum for the recommended amendments with the Boys and Girls Club of Fresno County (BGC), Marjaree Mason Center, Inc. (MMC), and Westside Youth, Inc. (WSY) is $42,842 each. The agreements will be fully funded with CDBG funds. Sufficient appropriations and estimated revenues will be included in the Department’s Org 5610 FY 2024-25 Recommended Budget and will be included in subsequent budget requests.

 

DISCUSSION:

 

The Department has been designated to administer and implement the CDBG social service activities, in accordance with Title I of the Housing and Community Development Act of 1974. These activities may prevent persons and families from becoming recipient of public assistance, reduce delinquency and crime, and contribute to the overall welfare of the County’s economy.

 

On August 10, 2021, your Board approved Agreement No. 21-312 with BGC, Agreement No. 21-313 with MMC, and Agreement No. 21-314 with WSY for CDBG funded social service programs. MMC provides temporary housing and supportive services including therapy, legal assistance, education, and advocacy, to victims of domestic violence residing in the CDBG partner cities of Fresno County and unincorporated areas of the County. BGC and WSY provide youth afterschool recreational activities, tutoring, mentoring, homework assistance, and gang and substance abuse prevention education. BGC serves youths through their Del Rey, Sanger, and Selma locations. WSY serves residents in Mendota and also provides public health awareness education, community presentations, and foods distributions to adults in the community.

 

Approval of the recommended actions will allow the BGC, MMC, and WSY to continue their CDBG-funded programs by an additional 12 months and increase the maximum amount of each contract by $42,842 for a total of $171,368. The cumulative total of these CDBG-funded social service programs is $514,104. With the additional 12 months and increases to the respective maximum compensation, BGC will serve an additional 124 unduplicated youths, MMC will serve an additional 240 unduplicated clients, and WSY will serve an additional 550 unduplicated clients. Since September 1, 2021, BGC has served 680 unduplicated youths, MMC has served 866 unduplicated clients, and WSY has served 4,137 unduplicated clients. Additionally, approval of the recommended actions will allow the Department to work with the Department of Public Works and Planning in developing future plans for CDBG social service programs without a potential lapse in service.

 

The County’s District Attorney and Sheriff serve on the Board of Directors for MMC. According to the Charter of the County of Fresno, Section 41, any recommended agreements between the County and MMC are brought before your Board for authorization. County Counsel has reviewed the recommended amendment and can approve as to legal form if your Board chooses to execute the amendment.
