SUBJECT: Fresno County Second General Plan Amendment for 2025
RECOMMENDED ACTION(S):
TITLE
Adopt Resolution amending the Agriculture and Land Use Element as the Second General Plan Amendment of 2025, approving the following:
a) Addendum to Fresno County General Plan Final Environmental Impact Report No. 2018031066 pursuant to the California Environmental Quality Act Section 15164(a) and General Plan Amendment Application No. 578 updating the Biola Community Plan (Plan); and Amendment Application No. 3782 rezoning various parcels to ensure consistency with the Plan; and
b) Addendum to Fresno County General Plan Final Environmental Impact Report No. 2018031066 pursuant to the California Environmental Quality Act Section 15164(a) and General Plan Amendment Application No. 579 updating the Del Rey Community Plan.
REPORT
The Recommended Action constitutes the second of four annual permitted amendments to the Agriculture and Land Use Element of the General Plan for 2025. The related Ordinance would amend the zoning for respective parcels to ensure consistency with the Biola Community Plan. The recommended actions pertain to locations within District 1 and District 4, respectively.
ALTERNATIVE ACTION(S):
Your Board can determine not to Adopt the Second General Plan Amendment for 2025, resulting in not finalizing the proposed General Plan Amendments (GPA) and Amendment Application (AA) to update the Biola Community and Del Rey Community Plans.
FISCAL IMPACT:
There is No Net County Cost associated with the recommended action. The potential impacts were considered at the time the individual applications were brought to the Board for consideration.
DISCUSSION:
Separate (preceding) Agenda Items provide details for the two General Plan Amendments (GPAs) and the accompanying Amendment Application and related environmental reviews.
General Plan Amendment No. 578 and Amendment Application No. 3782 relates to the Biola Community Plan Update and consists of updates to the goals and policies, to ensure consistency with the County’s General Plan Policy Document, establishes implementation programs, expands the Plan area boundaries and makes various changes to land use designations to facilitate growth in the community, addresses inconsistent land uses on existing developed properties, and rezones properties to ensure Plan consistency.
Additionally, General Plan Amendment Application No. 579 relates to the Del Rey Community Plan Update and consists of updates to the goals and policies to ensure consistency with the County’s General Plan Policy Document, establishes implementation programs, expands the Plan area boundaries and makes various changes to land use designations to facilitate growth in the community, and addresses inconsistent land uses on existing developed properties to reflect their actual physical land use.
